Class IV employees of Accounts & Treasuries Deptt await promotion

Srinagar, Aug 3: Five months on, class fourth employees of Accounts and Treasuries department have not been promoted to the next level despite completing all the formalities.
The Accounts and Treasuries department on February 22, 2018 issued a notification regarding the conduct of type test of its class fourth employees besides the organisations coming under its jurisdiction. Among the organisation coming under their control included audit inspections, local fund audit & inspection and funds organization. Although the type test was conducted at Jammu on March 19, 20, 22 this year, the promotion orders in favour of six employees have not been issued so far. "Five months have passed but we are still craving for promotion. Among 95, only six made it to the merit list. We went to Jammu, spent huge money on the transportation and stay. We were hopeful that we would be promoted," one among these six said.
Stating that there are enough vacancies available in the department, he said that they have been pushed to the wall.
"12 junior assistants were promoted to the senior assistants as such the posts they were occupying are lying vacant. In addition, four post were already vacant in the office of director general local fund audit and pension J&K," he said. The promotes said that they went with their plea to everybody in the administration but despite assurances, the promotion orders were not issued.
Lashing out at the authorities, they said that it is ridiculous on the part of the authorities to say to that promotion quota for class fourth employees had exhausted. "Why the department conducted the type test if there were no vacancies, huge amount was paid to the computer labs at Jammu, where written test was conducted. Isn't it wastage of money? Written test should have been conducted after ascertaining the vacant posts," they added.
A senior official admitted that notification was issued without taking note of the vacancies.
"There are technical issues, we cannot promote them," he added.
