Pensioners of SRTC continue to suffer despite issuance of favourable orders from different quarters

SRINAGAR, Aug 13: Some of the officers in the state are not paying any heed to the directions issued by an advisor to Governor Narendra Nath Vohra and they continue to delay the disposal of files despite the grave nature of the case.
Khurshid Ahmad Ganie, advisor to the Governor had passed on directions to Managing Director, Jammu & Kashmir State Road Transport Corporation (J&K SRTC) to examine the case of pensioners of the corporation who have been running from pillar to post for solution to their genuine problem that is pending for a decade now.
After failing to get justice from the different quarters the pensioners knocked at the doors of Governor's advisor in order to get relief. On 24-7-2018, Ganie asked the MD of J&K SRTC to examine the case of pensioners. Although, around three weeks have passed since then there has been no headway with the pensioners continue to crave for justice.
The pensioners had approached the office of Governor's advisor in order to get the order TR3 dated 6-2-2018 issued by the transport department implemented on the ground.
The pensioners had said that the statutory liabilities of GTU pensioners should be cleared according to the order issued by the transport department.
Through the representation they had said that amount of 15 crores meant for clearing their liabilities has been released vide order numbers TR21 and TR42 (each amounting to 7.50 crores) on 15-3-2018 and 21-6-2018 respectively.
They said that higher ups of J&K SRTC are not paying the amount to them for the reasons best known to them.
The pensioners had also approached the Governor along with the chief secretary and commissioner secretary, transport department for redressal of their grievance. Despite getting a positive response from all these dignitaries the real stakeholder MD of J&K SRTC is playing politics with them.
In their representation to the Governor the pensioners have appealed that a probe by Central Bureau of Investigation should be conducted so that the truth comes out as where has the money gone? They said that their due rights are being trampled with by the Managing Director of J&K SRTC.
They said that after putting in struggle for the past 10 years the High Court, State Human Rights Commission and State Accountability Commission came to their rescue and issued orders in their favour. They said that the High Court passed orders in their favour on 29-9-2017 and 21-2-2018.
The pensioners said that out of 682 pensioners few hundreds have received meager amount of some thousands with the main amount not being paid so far neither to them nor the remaining pensioners. They said that the amount got due to them due to the six percent interest difference in the pay and leave salary according to the recommendations of Sixth Pay Commission.
"Sanction is hereby accorded to the release of 750.00 lakh (Rupees seven crore fifty lakh only) as interest free loan for the financial year 2017-18 along with sanction to the advance drawal of the same by Transport Department for its further placement with Managing Director, J&K State Road Transport Corporation for meeting expenditure on account of salaries /wages bills of the staff during current financial year," reads the Government Order number 21-TR of 2018 dated 15-3-2018.
The order further said, "The release of funds shall be subjected to conditions as laid in Government Order No.45-F of 2002 dated 27-03-2002. Besides, MD J&K SRTC shall ensure that 25 percent of budgetary support is to be earmarked for meeting statutory liabilities of the retired employees of the Corporation."
"Sanction is hereby accorded to the release of interest free budgetary support of 750.00 lakh (Rupees seven crore fifty lakh only) as installment along with advance drawl of the said amount by Transport Department for placement with MD, JK SRTC for meeting salaries/wages bill of its employees during current financial year.
This concurrence of Finance Department shall be subject to the conditions as laid down in Government Order No.45-F of 2002 dated 27-03-2002," reads the Government Order number 42-TR of 2018 dated 21-6-2018.
Despite the issuance of favourable orders the pensioners continue to suffer and there is no light at the end of the tunnel.
They are demanding that CBI probe should be carried out and that the amount due to them is credited to their respective bank accounts.
