SAC initiates inquiry against regularization of contractual as 'officer' in Tourism Department

Jammu, Aug 14: To regularize ineligible candidates as Assistant Tourist Officers (ATOs) in Tourism department, the State Administrative Council (SAC) has directed the General Administration Department (GAD) to initiates inquiry against them. Sources in department concerned informed Early Times that in 2010 the department had only six post of ATOs which lying vacant, the then higher authority of department made a proposal and forwarded to government for approval of recruitment. In 2011 the then NC-Congress government had approved and directed the department to forward the posts to recruitment agency Services Selection Board. "Before forwarding recruitment agency, the department distribute the posts into various category (two posts for General category and three posts for RBA and one post for ALC)", sources said adding that the SSB in 2012 has advertise the posts. The agency in 2015 had conducted the written test for the posts and in the ending of same year had conducted interview of written qualified candidates.
Sources alleged that the SSB yet to declare selection lists for these posts, the department had regularized two contractual employees, though they are not eligible for these posts because their academic qualification is far away for tourism department.
With regularization of two candidates for these posts, in 2016 the department have left only four posts but the recruitment agency had selected six candidates. At least one year lapse, the department yet to allow the SSB selected candidates for joining.
The officials of tourism department had taken the matter with government for creation of another two posts, so SSB selected candidates to join the department. SAC approved creation of two supernumerary post of Assistant Tourist Officers in the Pay scale of 9300-34800+GP Rs 4200 with the stipulation that these posts shall cease to exist on accrual of vacancies of ATOs in the tourism department by way of retirement, promotion or otherwise. The SAC further directed the General Administration Department to enquire into the lapses which led to the utilisation of the two posts of ATOs by tourism department despite having already been notified by the Jammu and Kashmir Service Selection Board for selection.
