R&B engineers posted in RDD, SVO for decade
Deputation 'disease' proves incurable

Jammu, Aug 20: Over two dozen engineers from PWD, R&B are enjoying deputation in other departments for a decade, with the higher ups appearing unbothered over calling them back.
There are several instances where JEs went on deputations in Rural Development Department (RDD) and have become AEs, AEE and Executive Engineers as well, insiders told Early Times.
"Sham Verma, JE, from PWD R&B went on deputation to State Vigilance Organization. He's there for last eight years now", sources in the said, adding that the JE in question, since being part of the SVO, has become very powerful. "Now he is running a parallel system in Vigilance", the sources said.
They said that another PWD engineer has been on deputation in RDD for last four years. "Devi Dyal, Executive Engineer, from PWD, R&B, is holding post of XEn Rural Engineer Wing, RDD Kishtwar district for last four years", sources said and added that another engineer from PWD, R&B, is enjoying deputation in RDD that too in the Valley for last five years. "Executive Engineer, Noor Ali parent organization in PWD, R&B, is holding the posting XEn REW, RDD, Anantnag since 2013", they added.
Sources said there are several other engineers who are sitting on same post on deputation, that too beyond the limits of deputation. "AEE Jatinder Singh, from PWD, R&B has been on deputation in RDD for last 15 years", sources said and added that during his stay in RDD, he was twice asked to join his parent organization. Singh did not comply with the orders, though.
Sources said another engineer from PWD, R&B is on deputation in Housing Board for last six years. "Sham Lal Gupta, Assistant Engineer, is on deputation in the Housing Board and sitting on same post since then", they added. "Unfortunately, neither their parent organization nor the engineers want their repartition to their actual departments," said sources.
They said that it was the tip of the iceberg; there are more engineers who are hiding in the RDD for decades by bribing higher ups and politicians.
Former Commissioner Secretary, PWD, R&B Rohit Kansal had sought list of engineers from PWD R&B who are on deputation in other departments. But the list was gathering dust on the table of Additional Secretary, PWD R&B waiting further action.
Non-seriousness of top bosses of the PWD R&B could be gauged from the fact that the High Court had to intervene to wake up the bureaucracy from deep slumber. "On August 18, 2018, the High Court asked the Chief Secretary, J&K to streamline the process of transfers and posting of engineers in various government departments", sources added.
When Commissioner Secretary, PWD, R&B, Khurshid Shah was contacted by Early Times, he said that nobody would be allowed to continue deputation beyond a particular limit. "Those who have completed four years of deputation or beyond in other departments would be repatriated soon", he added.
