Jammu, Aug 23: Manipulating detail project report (DPR) the Jammu and Kashmir Economic Reconstruction Agency (ERA) purchased electric equipment at highly exorbitant rates and further supplied it to public health department (PHE) to upgrade pumping stations in Jammu city.
Credible sources informed Early Times that to overcome the problems of power fluctuation that causes huge lose to machinery installed at various pumping stations of PHE in Jammu city, the ERA procured sophisticated equipment at very exorbitant rates compromising specifications of products mentioned in DPR.
"To check damage to machinery (motor pumps) at various stations, under project funded by the Asian Development Bank (ADB), ERA purchased automatic voltage regulators (AVR) and electric penals by draining huge public money, and supplied them to PHE ", sources said and added that ERA hires privates consultancy firms to make DPRs and other allied works.
"Being engaged on contract, the consultancy agencies compromise quality of works, to get extended their terms in the agency, since there is huge nexus of corrupt officers in ERA, which facilitates each other (officer and the consultancy firms)", they alleged.
They said that an Engineer, who is over staying in the agency for past 10 years has established a huge networks to shield his wrongdoing. "ADB has clear-cut instructions for each project that quality will not be compromised at any cost, but time and again quality was compromised by corrupt officers", they said.
They said that for a single project around Rs 9 cr has been spent by ERA, but the project serves ERA officers more than the PHE pumping station. "In Company Wagh, pumping station alone Rs 9 crores has been spent to replace machinery, but it was an eyewash as more than 50 per cent of money has been siphoned off by the nexus manipulating paper works", they added. Sources further appealed to the new Governor and his advisors to initiate high level probe to save public money, and k chemisuse of official position by corrupt officers.
