Dearth of vehicles affects SMC's DTD service
8/26/2018 10:59:56 PM
Early Times Report

Srinagar, Aug 26: As Srinagar Municipal Corporation (SMC) claims to be undertaking Door to Door (DTD) collection of garbage in the city , sources have revealed that SMC has dearth of waste collecting vans (hoppers) and right now only 20 % of the population is given DTD service and rest is completely ignored by the civic body.
Earlier this year Commissioner Srinagar Municipal Corporation (SMC) had claimed that SMC launched waste collection in segregated form in around 6 municipal wards of city from January 10 but sources in SMC have told Early Times that all this was not true as the said collection is undertaken in mere 20 % of the areas owing to dearth of vehicle.
Sources in SMC said that more than 400 vehicles are needed to cover the entire Srinagar city for door to door waste collection in segregated manner.
Right now SMC has only 175 vehicles which can only carter to needs of mere 20% of city's population.
"The launch of door to door waste collection in segregated manner in January this year was mere a photo session to be-fool top Government officials , politicians and media. Not even 20 % of the garbage is collected by SMC staff in a segregated manner across the 35 municipal wards. Even if the garbage is segregated by IEC partner NGOs in many wards of city the same is again mixed by SMC staff as there are not enough vehicles and compactors to carry segregated waste to landfill site" said a senior officer of SMC (name withheld)
As reported already on January 10th this year Srinagar Municipal Corporation (SMC) on the direction of the then Commissioner Riyaz Ahmad Wani launched the so called "segregated waste collection" from individual households in some parts of Srinagar city. SMC had claimed that it collected 70 metric tons of waste from different areas of the summer capital in a segregated manner on Jan 10th 2018 , but authentic sources inside SMC told Early Times that from next day ie 11th January not even 1 metric ton of waste was collected in a segregated manner. The whole exercise was mere a photo session
The segregated garbage was to be collected from the six municipal wards namely1,2,22,24,30 and 32. These wards are Brien Nishat, Lal Chowk, Dalgate, Karan Nagar, Bemina, Jawahar Nagar and Hyderpora. When Early Times contacted people in these wards they said that waste was not even properly collected by SMC vehicles , and SMC's claim of collecting the waste in segregated manner was a bundle of lies. After some months SMC hired some NGOs to handhold SMC and people to segregate the waste. The members of these NGOs in many wards did manage to segregate the waste but due to weak infrastructure and lack of vehicular support SMC staff again mixes the waste behind the curtain. This activity still continues in most of the SMC wards
Solid Waste Management Rule -2016 lays special emphasis on source segregation of waste that mandates to channelize the waste to wealth by recovery, reuse and recycle. The waste segregation is mandatory under new solid waste rules , but in J&K state waste segregation is neither undertaken in Srinagar nor in Jammu city. Even in around 90 municipal committees of state this kind of activity is not at all seen. In Budgam town segregated waste was being collected for a year or so in some selected wards of the town through a private enterprise but the activity was stopped by the local Municipal Committee early this year due to lack of finances and vehicular support.
