Ranipora land scam: Div Com seeks report from DC Anantnag

Anantnag, Aug 28: Divisional Commissioner Kashmir Baseer Ahmad Khan on Tuesday sought detailed report from Deputy Commissioner Anantnag regarding the fraudulent transfer of state land to blue-eyed beneficiaries.
On Monday, Early Times exposed how the revenue authorities in Anantnag have transferred over 203 kanals of land to blue-eyed beneficiaries fraudulently under the grab of LB/6-C and S-432 in village Ranipora of Anantnag to mint money from Indian army as rent.
"I have taken cognizance of your news report and have sought report from Deputy Commissioner Anantnag," Khan told Early Times.
He also assured action against all those officials involved in the scam. "I will not spare them," he said.
Early Times learnt from reliable sources that Deputy Commissioner Anantnag also summoned revenue department officials including Tehsildar Shangus as the village falls in his jurisdiction and sought response from them over the issue.
The revenue officials have also vindicated the Early Times report fallowing which deputy commissioner directed Tehsildar Shangus to submit all necessary documents.
"I have sought all the records from them (revenue officials) and same record will forwarded to the government," Mohammad Younis Malik, Deputy Commissioner Anantnag told Early Times.
Important to mention here, 203 kanal, 01 Maral and 1.5 Sirsai of state land has been transferred under S-432 to some blue-eyed beneficiaries fraudulently as the said land was never under the occupation of beneficiaries and is being used by Indian army as demolition ground from last several decades.
A total of 32 mutations have been attested from 20-05-2010 to 31-5-2012, documents reveal.
Revenue experts said that state land under the occupation of any government or semi-government can't be transferred under S-432
Revenue Department notification No. S-432 of 66 dated June 3, 1966 says that proprietary rights be conferred on the cultivators of state land who are permanent residents of state and have already been declared as tenants-at-will in terms of Government Order No. LB/6-C of 1958 subject to the conditions that land is held by them in self cultivation continuously from Kharif 1957-58.
However, here the land transferred was never cultivated by the beneficiaries and therefore S-432 has been used fraudulently with an intention to mint money from Indian army.
Army has so far paid 1685540 rupees to such beneficiaries in whose favour such mutations have been attested.
