Cafe owners not installing CCTV, maintaining visitors records

Srinagar, Sept 3: Despite directives by the government, the café owners in Kashmir have not been installing CCTV cameras and maintain the records of visitors.
The Union Minister of Tele Communications has directed several times for installation of CCTV cameras in cafes. The directions came in the backdrop of tracing of e-mails sent from JK several times about the militant activities. Once an email was sent from Kishtwar district of Jammu and Kashmir about the Delhi High Court blast and the internet café owner had not kept any record of its visitors nor had installed any CCTV cameras.
"The installation of CCTV cameras and maintaining records are mandatory under the telecom ministry's guidelines," a senior police officer said. "Government has to make it sure that these guidelines are implemented here in Jammu and Kashmir," the official said.
The official said that internet cafes allow anyone to use the internet. "Anyone can use the internet but there has to be a proper record of visitors, which are not being maintained," the official said.
The official said that there are also reports that militants are also using the internet from various internet cafes. "Maintaining records and installing CCTVs are for safety and security of people," the official said.
Meanwhile, the internet café owners said that government should provide them some assistance for installation of CCTV cameras.
"We are not against its installation. We too want safety of the state. Everybody should help the law enforcing agencies," Rafi Ahmad, who runs and internet café.
However, Rafi said, "How Government is expecting us to install CCTV cameras which may cost around 70,000 to 1 Lakh rupees. We find it even hard to pay rent for our shops then how will be it possible to install CCTV cameras on the cost of our own. We shall be provided some loan."
However, café owners said they fully endorsement to Government's decision to maintain records of visitors for avoiding any misuse of the internet technology.
"Maintaining records of visitors will scrutinize any misuse of internet technology. The internet café owners will fully cooperate for this with the security agencies. But government should also check monthly whether all café owners are maintaining records," another café owner Bilal Ahmad said.
