‘Open bid’ for posting in Secretariat

Jammu, Sept 4: Even as the people are happy with the Governor’s rule in state, in the absence of elected government and ministers staff deployed in the Personnel Sections of secretaries of various departments is allegedly minting huge money by using name of their bosses.
Sources in the Secretariat informed Early Times that it is near impossible for lower rung officer to talk to Commissioner/Principal Secretaries that too about ‘bribe’ for posting.
“Grabbing this barrier as an opportunity, the staff deployed in the Personnel Section of top bosses of different department makes open bid for posting”, sources said, adding that “even they don’t recognise you when it comes to posting of your own people.”
“One of my cousins, after rotation recently was sent to Revenue department, and I tried to get her posted somewhere in Jammu. But one of the staff members in the Personnel Section of Commissioner Secretary clearly told me that you don’t deserve the post, as one is willing to pay huge amount for the same”, said an influential person who has good connection in bureaucracy.
He said that story of middlemen who are running ‘transfer industry’ does end here as there are many other departments where same procedure is being followed.
“In PWD, R&B Department, Rural Development and Panchyati Raj, Health and Medical Education Department and several other departments, open bids are virtually held for posting”, sources said.
They said that a large numbers of Engineers from PWD, R&B Department are on deputation since decade, but due money power no one dare these engineers to repatriate them to their parent organizations.
Sources said it is very strange that why they (bureaucrats) prefer to keep staff of their personnel with them when they are transferred from one department to another.
“The Personnel Sections, as it has been learnt from insiders, make money for their bosses, as they (bureaucrats) cannot directly fix deal for transfer and posting, and the middlemen here play major role”, they said.
Sources further said that not only Personnel Sections staff even some bureaucrats kept some businessmen as their touts who are running ‘transfer industry’ from Class-IV to Gazetted posts.
“A Principal Secretary has some touts including a retired officer and a businessmen in Jammu who are running transfer in this particular department. Transfers and promotions are being ordered frequently and some times on daily basis”, they added.
