The Rohingya bomb is ticking

During his recent visit to Jammu Home Minister Rajnath Singh re-iterated the resolve of his government to deport Rohingia illegal migrants. He also revealed that directions were issued to the State government couple of months back to identify them and compile their lists as per detailed instructions issued by his ministry. No action appears to have been initiated, obviously deliberately by the state government nor has the union Home ministry bothered to pursue this matter of grave national security concern. This evidences the most striking instance of "Policy paralysis" afflicting the political executive. The humiliating manner in which Delhi put up with the deliberate and open defiance of its writ on the issue by the state government in which the ruling party in centre was a coalition partner is unprecedented. To add insult to injury, the coalition government not only connived at settlement of the intruders at locations of their choice in and around Jammu but also permitted them to spread out in communally sensitive interior of Jammu as well as the perpetually disturbed border districts. Today the communal peace in Jammu region hangs by a slender thread.
While the state government sabotaged the GOI plans and its administration looked the other way, the crime-terror nexus went about their nefarious activities unhindered. This peaked in recovery of Rs 30 lakh from their possession in the Channi Himmat area of Jammu at the fag end of last month close on the heels of recovery of biggest-ever haul of heroin worth Rs 250 crore from the Narwal area, inhabited by Rohingya refugees. Trafficking in women is another criminal activity they indulge and specialize in. Both Norcotic and flesh trades are historically notorious covers for terror and Espionage.
"Our investigation is in progress and we can't rule out anything. We are looking into all possible angles to see if the amount was part of hawala transactions to fund terror activities or stolen over a period of time." Vivek Gupta, SSP, Jammu, told. "Our prime focus is to find the source of cash. We are investigating whether the cash was stolen or given by some outfit to carry out terror activities or smuggling of narcotics," the sources said, adding.
The "Rohingya migrants" problem in inherently complex and complicated. It is the creation of the British Imperialists. The sordid story began in the 19 century when they imported Bengali Muslims to the predominantly Buddhist Rakhine State colony in Western Burma and pitched them against the dominant nationalist Buddhist majority with the objective of ejecting Buddhist to emerge as the majority in the senstve area.Rohingias got down to the task in in right earnest." Since independence, Myanmar's Rakhine State's Muslim population has become the majority and Buddhists have suffered persecution. Temples are often attacked and burned. Rapes of local Buddhist women by Muslim men are regularly reported. Arakanese Buddhists live in fear. The Islamist violence against Buddhists in Rakhine State is often followed by brutal attacks on Muslims in areas of the country where they are a minority." says Dr. Jacques P. Leider, director of the French School State (Maynmar)
In May 1946, Muslim leaders from Rakhine State met with Muhammad Ali Jinnah, the founder of Pakistan and urged him to merge their state with the proposed East Pakistan. Two months later, the North Arakan Muslim League was founded to achieve this objective. As Jinnah did not or could not accede to their demand, they floated the Mujahid Party for creation of separate ultra -conservative Islamic State through the medium of Jihad. The Mujahid Party was perhaps the first political party to come into being on the global scene committed to Jihad as the means of achieving political ends. Since that time they have been periodically committing massacres against the indigenous Buddhist population. The Jihadists remained very active till the 1962 Burmese coup d'état by General Ne Win where after Burmese army carried out military operations against them over a period of two decades. There were allegations of extreme atrocities on Rohingyas by the Burmese army triggering large scale migration. Significantly, Rohingya Mujahideen are still active within the remote areas of Arakan. Rohingyas became stateless in 1982, when a law to that effect was passed by the Myanmar legislature.
An objective, fair and dispassionate analysis would reveal that historically the Rohingyas were victims as well as perpetrators of inhuman atrocities. If the Buddhist suffered at the hands of Rohangia Mujahids, the Burmese army paid back to Rohangyas in the same coin. This provoked outrage world wide. The Mynmar government, however remains defiant. They have even rejected the latest UN report accusing them of atrocities against the Rohingias.
As a matter of fact, generations of Rohingyas were born and groomed in anti-Buddhist and Jihadi socio-political environment. That the community especially the youth were infected by Jihadi ideology and practices, may be in various degrees was incontrovertible. The enarmous and totally avoidable strain on the communal harmony in peace -loving Jammu due their planned iflux understandably generated serious national security concerns. Moreover, their concentration in Jammu came at a critical juncture when anti-national forces were bent upon vitiating the communal environment. Their mere presence has further sharpened the divisive demography discourse in the conflict zone.
The protests against their presence in Jammu and demand for their immediate expulsion by civil society groups, political class, social organizations and commerce and industry leaders mirrors serious and urgent public concerns. Even Intelligence agencies felt that " the mushrooming of Rohingya camps in areas close to Jammu, stating that the these camps-if allowed to flourish-would become the hunting ground for terror groups such as Lashkar-e-Toiba (LeT), the Hizbul Mujahideen and the Jaish-e-Mohammad (JeM)."
"There are intelligence reports to prove that the Rohingyas have links to the Islamic State (IS) and the Al-Qaeda. Their presence in Jammu is extremely dangerous because there is a huge risk of them being inducted into terror camps in Kashmir, which will only worsen the Kashmir problem," said a senior intelligence officer, requesting anonymity. The separatists in Kashmir, officials added, have already agreed to granting asylum and financial support to the Rohingya Muslims. There is also evidence of Pak -Al-Queda links.
After the 2012 Muslim-Buddhist clashes in Myanmar, Bangladeshi security agencies arrested and interrogated number of Rohingya suspects. Who revealed plans to radicalize, train and fund some Rohingya refugees with the help of Pakistan based terror groups and Saudi Arabian financiers. It also brought to light the visit to Arakan of Al Qaeda explosive expert Nur Bashar and the banned Islamic Movement of Uzbekistan's Shura member, Mufti Abu Zarra ul Burmi, who was employed as a teacher in Karachi University before joining IMU in 2004. Actually, LeT dabbled in the Arakan affairs well before the 2012 violence. There is also an Indian connection. Abdul Karim Tunda, a Pilakhuwa (Ghaziabad )-born Lashkar commander who masterminded a series of bombing in North India in 1996-98, travelled from Pakistan to Bangladesh for over a decade or so to explore the possibility of recruiting Rohingya youth for terror. The Lashkar has been assisted by Rohingya extremist leaders including Rabiul Alam, a Pakistan trained jihadist from the Teknaf region, and another person identified as "Dr Yunus," who was the coordinator of the Rohingya Solidarity Organisation in Bangladesh. Significantly, Bin Laden told the Karachi-based newspaper, Ummat on 28 September 2001 that: "There are areas in all parts of the world where strong jihadi forces are present, from Indonesia to Algeria, from Kabul to Chechnya, from Bosnia to Sudan, and from Myanmar to Kashmir."
Debashish Karmakar| TNN (Nov, 6,2016) datelined Patna quoted an ATS officer who discosed to him on the condition of anonymity that Two Rohangians Mustafa Kamaal (23) and Mohammad Salim (24) were picked up at Barauni railway junction on October 29, 2016 by a team of Railway Police. "The J&K-bound duo admitted during the interrogation that a group of people facilitated their infiltration into India via Bangladesh and that they were in touch with a group of people engaged in anti-India activities in J&K". A cellphone and sim cards of Myanmar, Bangladesh and India were recovered from their possession. A top Bihar Police special branch officer also reportedly claimed that they were in possession of intelligence inputs that Rohingya refugees were being trafficked to J&K with the help of Pakistan's Inter-services Intelligence. And so on.
The Government of India decision to deport Rohingias has caused commotion in the international fora. UN human rights chief Zeid Ra'ad Al Hussein, criticised the Indian governmentdecision. "India cannot carry out collective expulsions, or return people to a place where they risk torture or other serious violations," he said. The liberal lobby in the country is also up in arms. The Supreme court is currently sized of the matter.
It obviously makes no sense to have Rohingias with Jihadist history and current Jihadi patronage "settled" even temporarily in terrorist- hit Jammu in such close proximity to Pakistan, the epicenter of global terrorism As the maters stand there is a very slim chance of Rohingias being deported from India. And any further delay in moving them out of Jammu, a conflict zone lying perilously close to a belligerent Pakistan is pregnant with disastrous possibilities. The only practical and sensible curse open is that the Government of India pack them off and move them to a location /location elsewhere in the country under their own arrangements, approach the UN to set up proper camps for them where they may await their final disposal. There is no scope for any more fuss or further delay unless someone wants the ticking Rohingya bomb to explode in our face.
