Petitioners against JU become respondents!
Stay against JU decisions reveals unique modus operandi

Jammu, Sept 6: An investigation into the names of the petitioners who had challenged some decisions of Jammu University while at the same time being respondents to defend the varsity has exposed a unique modus operandi of some people.
The JU authorities were so magnanimous towards those who challenged its decisions that it gave an opportunity to them to become respondents themselves to decide the course of several cases.
By making petitioners as respondents, the stays-over two dozen-secured by petitioners were never vacated and petitioners enjoyed the blessings of JU authorities.
This modus operandi came to fore when new Vice Chancellor took over the reins of Jammu University and he instructed the Legal Cell to file replies against all the stays secured by the petitioners.
One such petitioner was Neeraj Sharma who has been holding four top positions in Jammu University, including Special Secretary to VC, Administrator General Zorawar Singh Auditorium, Head of Teaching Academics wing and Media Cell Incharge. Presently Sharma is not holding the charge of Legal Cell, but during his tenure nobody dared to file reply against his stay.
The inquiry committee comprising Chief Secretary, Principal Secretary Planning and Development, Commissioner Secretary Finance and Commissioner Secretary Higher Education in its report to Chancellor in 2012 recommended that the selection of Neeraj Sharma be reviewed. To protect his mysterious appointment, and subsequently his promotion and confirmation as Deputy Registrar, Sharma challenged his demotion in court of law and the matter is subjudice.
"Defending rapid elevation of Neeraj Sharma from one to other top positions in JU, a lobby of officials did not file satisfactory reply in the court to get stay vacated, as he has been holding vital post of Deputy Registrar, Teaching Wing", sources said.
Story of Neeraj's success does not end here, as the outgoing VC Prof R D Sharma made him administrator Zorawar Singh Auditorium.
During Prof R D Sharma's tenure as VC, Neeraj Sharma completed his Ph.D from VC's chamber. "Without obtaining mandatory study leave for course work, he completed his Ph.D from VC's chamber", sources said and added that it had been a general tendency during Prof R D Sharma's term to violate rules wherever they suited the authority.
Sources informed that recently new VC, Prof M K Dhar instructed the legal cell of the university to file replies for various cases filed against varsity's decisions by its officials/officers. "Cunningly, Neeraj Sharma planted his loyal man as incharge legal cell. It is learnt that after VC's instructions, Neeraj Sharma visited his man incharge of cell to manipulate his case to save himself", sources added.
Meanwhile, sources said that the Raj Bhawan has also sought list of government autonomous bodies orders/decisions stay in various courts.
