Jammu, Sept 8: The Agriculture Production Department has so far rescinded only some selective orders while ignoring some of the most controversial orders issued by the former Commissioner Secretary MD Khan who was arrested by Crime Branch for fudging his date of birth certificate.
According to sources in the Agriculture Production Department, Khan ignoring many senior level eligible officers promoted many of the junior level officers. Moreover, many influential officers were transferred prematurely to their choicest posts while the non-influential officials were dumped here and there.
Out of some of the controversial orders issued by Khan, which are yet to be rescinded by the department, one order is 168-APD of 2018, dated 18/06/2018, according to which Choudhary Mohammad Iqbal, OSD Technical Administration department was transferred and posted as I/C Joint Director Agriculture Extension Kashmir.
Iqbal was only confirmed Junior Agriculture Extension Officer but was promoted in violation of seniority list and after bypassing large number of eligible conformed officers. "Iqbal was 1986 batch officer but bypassing many senior officers of 1982, 1983 batch, he was promoted as I/C Jt Director", sources said.
Abdul Rahim Samoon, Joint Director Agriculture Extension Kashmir was transferred and posted as I/C Director Law Enforcement against an available vacancy purely on temporary basis. Samoon is a 1988 batch officer and is yet to be confirmed as AEO. He was at serial number 430 of order number 278, but as per same order Daisy Bhan, as well as Omkar Singh are senior to him but were ignored and he was promoted, sources said.
Sources further informed that another controversial order was 209-Agri of 2018, dated 26/7/2018 according to which Sanjeev Rai, whose order as In-charge ASCO Dayalachak kept in abeyance, was posted and adjusted as I/C DAO (Extension) Kathua.
"Sanjeev Rai is an 1998 batch officer and is confirmed AEO, but as per the seniority list of 1998 batch officers, only 1,2 and 3 in serial number were promoted ignoring the officers from 4-22. Sanjeev Rai was picked from 23rd position and was posted as I/C DAO Extension vice Davinder Sharma who was posted as I/C SMS-DL Samba", sources said, adding that Davinder Sharma was prematurely transferred to Samba from Kathua due to reasons best known to authorities.
Moreover, Mohammad Ishtiaq Shawl, SCA Command Area Development Srinagar, was promoted as ASCO Command Area Kargil. He is AEO level officer and was promoted from Class VII post to Class V, while ignoring numerous officers senior to him as well as two posts higher to his previous post. To adjust Ishtiaq Shawl, Avtar Dhar was prematurely transferred from Kargil to Jammu.
