Jammu, Sept 9: More skeletons are tumbling out from the cupboard of misdeed committed by arrested Commissioner Secretary to the Government, ARI and Trainings Mohammad Mehraj-ud-din Khan who besides fudging government record of his personal benefits, also made several 'backdoor' appointments during his posting as CEO J&K State Procurement Supplies and Marketing Agency (JKSPSMA) including that of his daughter.
Sources informed Early Times, that he (Khan) run JKSPSMA like a private organization and acted as its owner. "He appointed his daughter as Supervisor and made provisions to ensure that she may be promoted to higher rank soon", sources in secretariat informed Early Times adding that Khan used money power to justify 'backdoor' appointment scandal.
Clever enough to hoodwink his seniors, he got justified his 'illegal' decisions as CEO JKSPSMA. "After two months service of his daughter in JKSPSMA, Khan sought approval from the then Commissioner Secretary Rural Development and Panchayati Raj, who despite being not competent authority, gave his nod to cover-up the scandal rather than taking suo-moto cognizance of hid subordinate", they said.
"Khan, further appointed a personal assistant and a driver through the backdoor without any need of staff, as formed around four and half decades ago the agency contributed nothing", they said.
JKSPSMA, the apex procurement body of RDD, was established in 1975, for procurement purpose, with an aim to bring transparency in the process various procurements by RDD, but unfortunately after lapse of the around 43 years, the agency remained defunct.
Sources further informed that prior to his transfer from JKSPSMA to Commissioner Secretary CAPD, he made another attempt to make some more appointments. "He went to the then Commissioner Secretary for same favour he took from his predecessor, but he refused to do the same", he added.
They urged upon Governor to order a high level probe into back door appointments scam in the agency by tainted VLW turned Commissioner Secretary Mohammad Mehraj-ud-din Khan.
