Not a single RTI training prog in 6 yrs in Bandipora

Srinagar, Sept 12: The district administration Bandipora while making a candid confession has said that during 2010 to 2017 not even a single training programme / seminar on Right to Information Act (RTI) was held in the district.
While responding to General Administration Department's (GADs) letter the Assistant Commissioner Revenue (ACR) Bandipora has mentioned that during last two years 3 RTI workshops were conducted the district (2017 and 2018) and earlier one programme was held way back in 2010.
Details available with Early Times reveal DC office Bandipora vide official communication dated 28.07.2018 addressed to Commissioner / Secretary GAD has mentioned that in 2010 a seminar / training session on RTI Act was held in the premises of DC office by State Information Commission (SIC). From 2010 onwards there was a huge gap until 2017 when convention of RTI was held at DC office Conference hall. On August 24th and 25th 2018 RTI seminar was held in Bandipora and Gurez respectively which was organized by a Delhi based NGO namely Commonwealth Human Rights Initiative (CHRI). The exact dates meanwhile have not been mentioned which makes it clear that officials in DC office are not keeping any record of RTI related activities.
DC Bandipora revealed these details to GAD who have submitted it before J&K High Court where a PIL titled J&K RTI Movement V/S State of J&K is pending. RTI Movement has filed the petition in High Court as it alleges that Govt has failed to create awareness on RTI Act across state as mandated under section 23 of State RTI Act. In addition the petitioner organization has also prayed in its PIL for pro active disclosure of information under section 4 of J&K RTI Act 2009
" I am happy District administration Bandipora has been honest by revealing the details of seminars and workshops conducted on RTI act. This makes it amply clear that what DC office Rajouri had claimed that they have held 617 RTI training programmes in villages and towns is totally incorrect. We hope under the guidance of new DC Bandipora , several RTI workshops will be held in nook and corner of the district" said Dr Raja Muzaffar Chairman RTI Movement.
As reported already DC Kishtwar while providing a vague response in response to High Court's notice vide his letter No: DCK/PS/18/1255-56 Dated : 26.07.2018 has informed the GAD that PIOs of different departments were imparted training and sensitized regarding various provisions and importance of RTI Act. The DC had claimed that general public was being made aware by district administration by giving due publicity to the act in various meetings conducted at district level, tehsil level and village level. Deputy Commissioner had failed to provide the details and location of such meetings
