No doubt whatsoever because the Governor is not elected but "selected" by the incumbent central government. The new Governor Sh Sat Paul Malik is their man as reported the other day in the media there is nothing new in it. Carries no news at all it is a well known fact, nothing surprising or secrete in it. Its admission and to make it public by Pandit Ravinder Raina State BJP president has a news value. He has been sincere enough to share with his cadre to keep flock together. No denial on it came from Raj Bhavan silent is better part of the valour. He credit should go to the Pandit ji to add another event in the pages to history of the State. Provided a sufficient reason in the public domain which was hardly been talked or admitted in public before it. Thus raised the curtain of impartiality pretention of the Governor for all know which used to feign upon earlier. What has been always apparent but true that hardly any Governor wherever posted in the country appears to have adhered to the constitutional obligation to discharge his duties as per book. Governors barring a few exceptions have never or can be impartially carry business as per constitution until the system of appointing the Governor in any state is carried in present mode. That is why State of jammu and Kashmir except Dr Karan Singh has never had the Governor from its own soil. State has never at any given time been short of the meritorious persons to be the Governors. State has the history being the fountain head of knowledge leaving many others state far behind. Late Justice Devi Dass Thakur has been the Governor of Assam and Late Babu Pramanadh the Governor of Haryana. Incumbents at the centre feel rather fear that person from the soil in case selected shall have priority of the welfare of the state in the core of the heart; rather perform to the tunes of the selectors. Administrative structure in India is what had been during British times in the subcontinent. In place of the Resident it is now the Governor. Who has to carry business and watch the interest of the incumbent at the centre? That is why there have been many instances when governors appointed by a previous government get removed by an incoming government even in the midnight. The Supreme Court has ruled that governors should be given security of term but this is generally not adhered to. The office of the Governor has become a refuge for Politicians who have crossed the utility in active politics. Carries monthly salary, entitled to rent free official residence, free household facilities and conveyance. The governor and his family are provided with free medical attendance, accommodation and treatment for life and Z category security. And it appears funds utilised are not subject to audit no slab for furnishing and up keep of the official residence, whom to call as host how many times and how many is a vague guess. Under this circumstance to expect a Governor to be apolitical hardly holds good. After crushing defeat of the Congress Indian National Congress(I) and Janta Party came in to power in 1977.It romped home on the plank of assuring voters democracy shall be restored with its basic ingredients, Nation above self. Over whelming mandate swept them in the arena of Power so far eluded them. And commoner believed India is being ushered in to new Dawn of justice for all for which millions struggled and died for deliverance from White. There was no doubt whatsoever that ideals and assurances of the Late Jaiparkash Narain , moving soul behind Janta Dals crusade ethics of the running of the Government be taken at its face value. But it did not happen and proves even not a shade different from its predecessor lust for power got exposed in the very initial days . Governor as per constitution of the country is de jure head of the state government; all its executive actions are taken in the governor's name. The primary function of the governor is to preserve, protect and defend the constitution and the law as incorporated in his/her oath of office. All his/her actions, recommendations and supervisory powers over the executive and legislative entities of a State shall be used to implement the provisions of the Constitution. But that does not happen in toto.A few Governors did resisted the dictates from the Ruling incumbent, but very rare and had to demit office in protest. While as mostly others those resigned had done for unsuitable transfers .Rest compromise with the principles rather their own conscious behaved as asked to do, thereby got exposed providing reason to think do the country need sycophant Governors at all. Governor's rule is applicable only to Jammu and Kashmir state. It is often used synonymous with president's rule in other states In all states of India, the state government's failure results in President's rule. It is in the Jammu and Kashmir where not the President's but Governor's rule is imposed. Under the provision of Section 92 of the Jammu and Kashmir Constitution, Governor's rule is imposed for six months, but only after the consent of the President of India. The Constitution of India grants special status to Jammu and Kashmir among Indian states, and it is the only state in India to have a separate Constitution and regulations specific to it. State has subjected to the rule of Governor eight times in four decades. Average one after five years. The first time on 26 March 1986 the present one 19 June 2018 . Sh NN Vohra Ruled the State as many as four times, a record in the country, he has been also credited to be as a Governor of the State 10 long years again a record in the country. Next in the line comes Mr Jagmohan Malhotra twice , one each by Late Lakshmi Kant Jha,Gen K.V,Krishana Rao and Sh GC Saxena .Longest Governors rule has been 6 years and 246 days a record and shortest 15 days. Governors rule under Mr Jagmohan Malhotra in his first tenure which lasted 246 days . State witnessed the best , he could not repeat his performance in his second because it tenure lasted only a few months ..In normal times best Governors has been Lt Gen S.K.Shina, Sh Braj Kumar Nehru and Sh Lakhshmi Kant Jha in order of deliverance. Best Home Minister has been Sh Shiv Raj Patel for the State. Among Governors in the India history it is the Late Sh Dharma Vira ICS who served as Governor of: Punjab and Haryana 1966-67, West Bengal 1967-69 and Karnataka 1969-72 who has left inedible impression in the country how to deliver in the Governors rule. Mr Jagmohan performed that way .There is lot of difference as a Governor under normal times; administration is carried by the Chief Minister and the counsel of ministers. Selection of the Advisors to assist him is purely a prerogative of the Governor exclusively. In case he exercise his powers through them still as he is not the Advisors answerable for the merit of deliverance during his period. His posture so far reaffirms what Pandit Raina ji made public our man indicates he has something in the scheme of things other than come to the rescue of the pain of people. As such the people of the state remains, to the incumbents at the centre most obedient bonded servants Sir.
