Will Congress also boycott civic elections?

JAMMU, Sept 17: Days after the NC and PDP announced that they would boycott the municipal and panchayat elections in Jammu and Kashmir, the Congress has said that "conducting the elections without participation of the two political parties would be a futile exercise". "It was for the Centre to make an assessment on whether this was the right time to hold these elections, Leader of Opposition in Rajya Sabha Ghulam Nabi Azad has said. "All the political parties should participate (in the elections). If no political parties are participating, that will be a futile exercise," he said.
It needs to be underlined that the NC and the PDP have decided to boycott the polls saying that "the Centre was yet to declare its stand on Article 35A, which accords special rights and privileges to Jammu and Kashmir citizens".
"Participation of all the parties in the polls is a "must", Azad said, adding that "Kashmir Valley is more important and for that the participation of all the political parties is a must". "If two political parties don't participate, that is not fair and just and that is not good," he further said.
If what Ghulam Nabi Azad said is any indication, then it can be said that the Congress may also jump on to the bandwagon of Farooq Abdullah, Omar Abdullah and Mehbooba Mufti. Azad belongs to the Congress party and no one can make any political statement without the consent of or without the direction of the Congress high command: Sonia Gandhi and Rahul Gandhi. Hence, what Azad said could be construed as an indication that the Congress might tread the path charted by the NC.
It would be advantage the BJP and the Panthers Party in case the Congress also boycotted the polls, especially Urban Local Bodies' elections, which, unlike the panchayat elections, will be held on party basis.
