Raj Bhawan proposes to recall 'influential'juniors from senior posts, babu disposes

JAMMU, Sept 19: Even as the Raj Bhawan had decided to call back group of "influential" but junior-officers who are illegally occupying posts meant solely for IAS and KAS officials, a middle rung official has sabotaged the government move.
Prompted by the complaints filed by the IAS and KAS officers that the posts actually meant for officers for the twin services were being illegally occupied by junior officers, the Raj Bhawan had asked the Civil Secretariat to revoke all such "unlawful orders".
Sources said in one such case, a file of four officers, who are neither IAS nor KAS but enjoy key posts meant for the service cadres, was sent to the office of a top official in the Civil Secretariat.
All the four officials allegedly have a "tainted service record."
One of them is a Assistant Executive Engineer of the Rural Development Department presently working as Director Disaster Management. The second official is of the cadre of Manager in the Jammu and Kashmir State Industrial Corporation, presently Director Rashtriya Shakshatra Mission, an IAS level post.
The third is middle level official of SDA presently posted as Deputy Director. The forth one, originally a Private Secretary in the legislative council is presently working as General Manager JKSKICC.
"The government had decided that these ex cadre basis influential lot had to be cut to their size and the file was ready to send them back to their original cadres," said a source in the Civil Secretariat.
He said an official of the rank of Special Secretary in one of the offices misinformed his seniors that the services of the "influential four were badly needed." Sources said the official in question is hand in glove with the four.
"He (Special Secretary) had assured the four that he would get their positions retained," the sources said.
Meanwhile a lobby of IAS and KAS officers has taken a serious note of the matter. Sources said the lobby has decided to call on Governor SP Malik to seek action against the Special Secretary who has allegedly misled the government.
"This is injustice that even during Governor's rule we await justice," said a delegation of IAS officials, who await postings.
Despite repeated attempts the Special Secretary couldn't be contacted for comments.
But an official said the complaint has come to their notice.
