SRINAGAR, Sept 23: Government has failed to resolve the long pending administrative issues in the Revenue department with regards to pay anomalies, confirmation and induction of officers into KAS.
Revenue department is considered as backbone of administration but unfortunately the present conditions are reflecting a dismal picture of the department on almost at all fronts.
"Although in 2014 Government tried to give the department a new shape by creation of new administrative units and increased the posts of Tehsildars to 297, Naib Tehsildars to 558 but without corresponding increase in the Girdawars circles and Patwar Halqas", sources told Early Times.
Sources said that since 2009 majority of Tehsildars and Naib Tehsildars are working as Incharge/Lookafter Tehsildars and Naib Tehsildars and have not been confirmed till date, adding that there are scores of senior Tehsildars who have neither been inducted into KAS cadre nor they were given selection grade benefits.
"On the one hand the Government wants to curb corruption and on the other side it does not address the issues of Revenue officers particularly removal of pay anomaly of Naib Tehsildars who are the first officers representing government on the ground 24x7 even without two and half days pay or any risk allowance", said sources.
They said that government has constructed panchyats etc almost everywhere, but majority of Tehsildars are even without vehicles and residence, let alone the problems of Naib Tehsildars.
"How you expect Revenue officers to solve the problems of people when their own basic problems are not addressed in the corridors of power which might take just a stroke of a pen" said an aggrieved official pleading anonymity.
"Earlier Officer's after passing KAS used to join Revenue department for long term basis (more than 5 years) till their induction into KAS and during the same period they not only used to learn Revenue work well but also contributed a lot to people, revenue department and society alike", sources maintained.
They further said that since 2011, Jr KAS officers are deputed to revenue department just for two years only and it is near impossible for them to do justice with their jobs because of their lack of requisite knowledge.
