PWD officials, contactor nexus creates crorepatis

POONCH, Oct 10: The level of brazen corruption in PWD is a well known fact but nobody is ready to raise eyebrows on its working, because this department is considered as a backbone of district administration when it comes to development.
From the tenure of former Chief Minister Ghulam Nabi Azad, Poonch PWD received huge funds in hundreds of crores and successive Executive Engineers misused those funds with the involvement of some PWD officials and blue eyed contractors. Within no time, some contractors and few well known PWD officials who remained active only in Poonch district due to political influence became crorepati and are still calling the shots. A former Executive Engineer scripted huge frauds by forming a contractor firm on the name of his wife and few more firms on the name of his relatives and withdrawn huge funds in several crores on fake works from Poonch division of PWD. Later on, that XEn was booked for his foul play. The same practice continued for many years and some officials of the department became crorepatis.
Some contractors, who were not well known in the field, also turned crorepatis within few years because a well planed nexus remained active in PWD for long. Post September 2014 floods, huge murder of funds took place under SDRF but nobody in administration and political class of people took an initiative to conduct an enquiry over brazen fraud in PWD for successive years because political class of people had to adjust their workers, whether on regular or to withdraw funds on fake works.
An arrogant PWD official who was posted in Poonch earlier, now at PWD Rajouri, once said, "Nobody dares to raise voice against us, whether administration, social and religious leaders or any legislators because we feed all properly". To hide their misdeeds, some former Executive Engineers of PWD Poonch were regularly feeding some political persons of Poonch who were having high nuisance value and used to take their services by projecting themselves as honest officers.
Those political persons who were continuously receiving bounty from PWD always stood for those officers by saying, "Yeh XEn sahib bahut imandaar hai. Inka koi jawaab nahi. Inko award milna chaiye". These paid sycophants were seen projecting those corrupt Executive Engineers and other officials of PWD openly. In spite of repeated massive frauds over the years, nobody dares to stand against PWD walas and it shows that a strong nexus is operating in PWD Poonch. Some contractors who were having strong nexus with PWD officers looted state exchequer on fake works and its shows that PWD from bottom to top always remained under corrupt hands that's why nobody ever took action on reported bungling in the said department.
