Jammu, Oct 14: Divisional Forest Officer (DFO), Poonch Forest Division based on the inquiry conducted against in-charge Range officer for allegedly damaging of forest through illegal sanctions based on scanned/ forged signatures recommended the Conservator of Forests Jammu West Circle for removing the in-charge Ranger form Haveli range and constitution of another inquiry committee for thorough enquiry into allegations levelled against the said in-charge Ranger.
Ifakhar Ahmed in-charge Range Officer Haveli was allegedly involved in damage by using his powers by influencing the lower subordinate staff of his Range.
Penitent to mention here that as per verbal information received, PHE pipes have been seized by the Surankote Police from under construction building of Range Officer Haveli. The officer Iftkhar has been involved in damage of forest through illegal sanctions based on scanned/forged signature, for which this division has taken cognizance and issued order of recovery of tune Rs 3,08,076 against him, with the recommendation of disciplinary action to higher authorities. The officer has been continuously involved in illegal damage/forest offence for which he was previously suspended and recovery of damage was made.
The DFO recommended that the Iftkhar Ahmed Forester incharge Range Officer Haveli shall be removed from the charge of Haveli Range as he is continuously influencing the inquiry teams and staff of Haveli Range as such there are chances that more misappropriation have been done by Iftkhar Ahmed Forester I/c Range Officer Haveli and it is further recommended that a committee may be constituted for thorough enquiry into the allegations levelled against him and accordingly damage shall be recovered besides taking appropriate action under rules.
As per the inquiry report submitted by the DFO, a complaint has been received in this office on 06-10-2018 regarding damage in City Forest Poonch. Subsequently, a team of officials of the Division was constituted vide this office order no. CFO/PFD/2197 dated: 06-10-2018 for thoroughly checking of City Forest Poonch and will submit a detailed enquiry report.
"After thorough checking, the committee headed by Block Officer submitted his report on 09-10-2018 with the information that during the course of checking and enquiry in City Forest Poonch, committee has came to the notice that damage of trees has also been occurred in the Forest Complex Poonch", reads the inquiry report.
The inquiry committee further reported that they have also inspected the Forest Complex Poonch and reported that in-charge City Forest in his statement stated before the committee that the illicitly damage trees from City Forest and Forest Complex Poonch has been done for shuttering material for Ifakhar Ahmed incharge Range Officer Haveli.
"While, Khadim Hussain residing in Forest Complex Poonch (helping in Firewood sale depot Poonch) stated in his statement before the committee that he lopped the green trees in Forest Complex Poonch on the directions of Ifakhar Ahmed in-charge Range Officer Haveli", reads the inquiry report.
The inquiry report further reads that Mohd Sadeeq, Forest Guard posted at Forest Complex Poonch as Chowkidar of Forest Complex Poonch stated in his statement that Khadim Hussain on directions of Range Officer, Iftkhar Ahmed loaded the CGI sheets in Tata Mobile for Sanai Surankote. He also stated that on the intervening night of 07-10-2018 and 08-10-2018 the CGI sheets were brought back to Forest Complex Poonch, which are not the same, which were taken from the Forest Complex Poonch. The missing CGI sheets are 15 in Nos with their sizes are 8'X21/2' which confiscated by the Authorized Officer Poonch in the case title Range Office Haveli V/s Abdul Rehman Mohd Rafiq and Mohd Farooq.
Meanwhile, under the supervision of DFO, the enquiry team visited the house of Ifakhar Ahmed in-charge Range Officer Haveli at Sanai for inspection of ballies used in shuttering and it has been found that the ballies Kiker, Gulmohar, Ulams etc are found matching with the damage in City Forest / Forest Complex Poonch.
"During the questioning Ifakhar Ahmed in-charge Range Officer Haveli verbally confessed before the team in presence of DFO that he got done this whole damage by engaging the laborers. There is no connivance of any other staff member", reads the inquiry report.
Further, Dy. Director FPF 3-7 Poonch vide his No: DD/FPF/J-7/P/610 dated: 10-10-2018 the committee went to City Forest Complex Poonch for cross checking of damage report submitted by the enquiry team headed by Block Officer in matter for detecting the damage in city Forest Poonch. After cross checking, the damage already detected by enquiry team found correct.
The FPF team recorded the statement of a FPF Official namely Roshan Lal in presence of witnesses before the FPF enquiry team on 23-09-2018 that some ballies were lying behind the garage of FPF in the City Forest, for which Range Officer Haveli was interested and he asked for the gate keys to open main gate of FPF complex City Forest.
The number and dimension of CGI Sheets lying in Forest Complex Poonch are same as mentioned in the seizure memo and letter submitted by Range Officer Haveli to Authorized Officer Poonch for confiscation proceedings, but one side of all the CGI sheets seems to be used in Cement concrete work and the other side is marked with capital alphabets ASH with green paint
RO Haveli has Illegally transported 15 Nos with their sizes are 8'X21/2' which were confiscated by the Authorized Officer Poonch in the case title Range Office Haveli V/s Abdul Rehman Mohd Rafiq & Mohd Farooq. Further, whereabout of these CGI sheets are not known. Besides, in an attempt to manipulate evidence, during the intervening night of 07-10-2018 & 0840-2018, any other CC sheets were brought back to Forest Complex Poonch different from, which were taken from the Forest Complex Poonch.
