Patients suffer as CDF money withheld in JK
DCs, CPOs misinterpreting MCC

Srinagar, Oct 23: As government officials particularly the District Development Commissioners (DDCs) and Chief Planning Officers (CPOs) are misinterpreting the Model Code of Conduct (MCC), hundreds of patients across J&K are suffering as they are unable to get financial aid out of Constituency Development Fund (CDF) of various MLAs and MLCs.
Not a single penny has been disbursed to any patient from last 1 ½ month as the DCs say the MCC was in place. But on the other hand election authorities in J&K had made it clear that MCC was area specific only.
Details available with Early Times reveal that the MCC was imposed around September 4 in J&K for holding of Urban Local Bodies (ULB) elections, but sources said that people who were given letter by MLAs or MLCs for financial assistance for medical treatment were denied the financial aid on the ground that MCC had been imposed.
Several patients who did not even live in towns and city limits have been denied the compensation especially in Srinagar, Budgam, Baramulla and Kupwara districts.
"I live in a village which is away from a town or city. No election was held for ULB in my village Kralpora. I am suffering from a serious ailment from last 4 years. I am paralytic and I have to get medicines which cost Rs 3000 per month. My financial assistance case under MLC CDF for Rs 50,000 is held up in DC office Budgam from last more than a month on the ground that model code of conduct has been imposed. Now notification for Panchayat elections has been issued a few days back and I would again have to wait until December end to get the financial assistance. This is complete injustice, I don't need this assistance. It is better to beg," said Mohammad Maqbool of Kralpora, Budgam.
Earlier while imposing the Model Code of Conduct in September for ULB elections, Chief Electoral Officer Shaleen Kabra had said that MCC will not be imposed in the entire state with announcement of Municipal elections but will be confined to the areas, where elections will be held. This, he had said, will help the government to go ahead with routine developmental works in the areas, where elections are not being held. "But leaving aside developmental works even cancer patients are suffering," said Syed Nasarullah, General Secretary of Pensioners Welfare Association. The government had earlier pointed out that imposition of MCC in the entire state for Municipal elections would hamper developmental works as both Centre and state governments can't announce new projects for any part of the State or lay foundation stone and inaugurate the projects. However, 'area specific' MCC will help the government to go ahead with the developmental works except for the areas, where elections are being conducted. This announcement is hardly been followed and from last 1 ½ month not only developmental works are suffering but the patients suffering from serious ailments like cancer, heart diseases, kidney failures are also made to wait.
