ACD Kishtwar orders mass scale transfers under garb of elections
123 GRS, 29 JEs, VLWs, MPWs, 5 Technical assistants among those transferred

srinagar, Oct 23: In a blatant misuse of official position under the garb of Panchayat elections, the controversial Assistant Commissioner Development (ACD) Kishtwar Anil Kumar Chandial issued mass scale transfers of employees in Rural Development Department which was made public today after keeping the same under carpet for two days.
As per the details available with "Early Times" ACD Kishtwar whose office was facing the allegations of mass scale corruption in terms of releasing of funds to various blocks under MGNREGA and other centrally sponsored schemes vide order No. 64 of ACDK of 2018 dated 21-10-2018 with endorsement No. ACDK/Estt/2018-19/9222-9360 issued the transfer orders of 123 GRS posted in 13 blocks of Kishtwar.
Surprisingly, many influential GRS were retained while majority of them were posted against the choice posting despite the fact that under MGNREGA Act, GRS cannot be transferred since they have no say or role in election process and it is only the concerned BDO who is the part of the election process and can be transferred in case the said officer is local.
Similar is the case with MPWs, JEs and Technical Assistants who too have no role in election process as was communicated to "Early Times" by the senior officer in election department who assured to look into the issue.
"In compliance to the Chief Electoral of J&K order No. 5449/CEO/POIT/2018/2582-2603 Dated 10-10-2018 and DDCK/Plg/Pyt-Elc-530/FY19/6876-78 dated 17-10-2018 and secretary to Govt. Dept. of RD&PR/Estt/GA/128/2017, dated 17-10-2018 and in order to ensure free and fair elections, the following Gram Rozgar Sevaks (GRS) are hereby transferred with immediate effect," reads the order.
Among the 123 transferred GRS, 55 GRS has been shown place of posting in the same area which could not be understand after scrutiny of the controversial order.
Similarly, another order No. 63-ACDK-2018 dated 21-10-2018 was issued in terms of transfer of 29 JEs, VLWs and MPWS on similar terms and condition and as per the insiders there was huge embezzlement in issuing such orders at behest of the political master to accommodate the 'blue eyed' employees under the garb of transfers to felicitate free and fair Panchayat elections.
Five Technical Assistants were transferred vide order No. 62-ACDK-2018 dated 21-10-2018 once again under the garb of Panchayat election.
An angry employee asked: "Why politicians and senior officials are running after disturbing the lives of poor employees like GRS who get just Rs. 6000-8000 salary? Why senior officers like ADDC Kishtwar, SDM Padder, DPO Kishtwar, SDM Marwah, Tehsildars, District Animal Husbandry Officials, District Officer Youth Service & Sports and other District Officers who are also locals have not been transferred by the election authorities? Why Assistant Professors and Professors of Kishtwar Degree College who are also locals and posted in the same college since last 10-15 years have not been transferred?"
Another employee of RDD department urged the Chief Electoral Officer J&K to take serious note of the mess created by ACD Kishtwar by issuing non-entity transfers under the garb of elections. Many employees suspect foul play in issuing these transfers and called upon Governor Satya Pal Malik to order probe into running of transfer industry and examine all the transfers issued from ACD Office in last one year.
It is pertinent to mention that in a significant development with regard to checking of ongoing corruption in the RDD Kishtwar, Prem Nath Koul, the Ombudsmen MGNREGA Kishtwar & Doda vide letter No. 109-124 Dated 6-09-2018 took the note of report published by the "Early Times" in its 5-9-2018 edition highlighting the open corruption going on in the office of ACD Kishtwar & seek the details from ACD Kishtwar, Assistant Director Planning posted in the office of ACD Kishtwar, Executive Engineer Rural Engineering Wing of RDD, all the 13 Block Development Officers of Kishtwar District to submit point wise detail report pertaining to their respective blocks pertaining to their roles in the corruption that prevails in the RDD department.
There was also reports of massive embezzlement on account of money withdrawn by the ACD office Kishtwar during the year 2016-17 and 2017-18 on account of administrative charges which runs in crores and required to be probed.
