Delay in shifting of utilities has hampered developmental projects in JK

JAMMU, Nov 13: Shifting of utilities from the areas where new road projects are under construction coupled with delay in grant of forest clearance has delayed construction of new projects sanctioned over years back in Jammu region.
This delay has been a cause of concern for the officers who have been entrusted the job of constructing these projects in the State.
Sources said the Power Development Department (PDD) and Public Health Engineering (PHE) Department has failed to shift the utilities from the area where new projects are under construction.
Sources said that PDD and other departments are framing estimates much higher than what should be the genuine cost involved for shifting of utilities with the result the project gets delayed.
Sources said the higher authorities in Civil Secretariat have also taken a strong exception to the delay caused in shifting of utilities and framing of higher rated estimates which the Government can't afford to pay.
Even in some cases the Government has to pay more for shifting of utilities than what is the actual cost of the project.
This being of a scandleous proposition needs investigation at higher level, sources said.
Sources said the issue has been brought in the notice of Union Government by some State leaders who alleged that a deliberate attempt is being made to sabotage under construction projects in the State under a hatched conspiracy.
Sources said the Central Government has already taken up the issue with the concerned officers in State Government which has sought ordering of s probe into the same and action against the erring officers framing estimates by fudging figures.
Sources said a Union Minister when apprised about the same in a meeting at Jammu termed a scandal and sought action on the same so that the projects sanctioned by the Union Government will get delayed.
Sources said the delay has been caused in speeding up of work on Akhnoor road where the PHE deptt and PDD are delaying the shifting of utilities. Besides the delay has been caused on construction of road widening along Keerian Gandial bridge in Kathua and other developmental projects due to shifting of utilities.
