2 ACDs shifted; DC, ACD still continue

Jammu, Nov 16: The General Administration Department (GAD) shifted two Assistant Commissioner Development (ACD) from their home town, but a Deputy Commissioner and an ACD are continuing at their native places, in violation of the Model Code of Conduct (MCC).
On November 3, Early Times carried a news report about posting of some district officers in their home district, with headline: Violation of MCC: In Jammu Division 1 DC, 3 ACDs posted in home districts.
The GAD on Thursday vide order number 1651-GAD shifted two ACDs posted in their home districts. They included ACD Poonch, Mukhtar Ahmed, who have been facing corruption charges and was booked by the Vigilance Organisation in various case, and ACD, Doda Angrez Singh.
Another 'corrupt' officer, ACD Udhampur, Noor Alam, who is also in the Vigilance net for various cases, was among the 11 officers shifted by GAD on Thursday.
"Mukhtar Ahmed has allegedly misused his official position for purchase and backdoor appointment, while Noor Alam is also involved in corruption. They were booked by the Vigilance some time back and the matter is still under investigation," sources told Early Times.
However, the GAD did not shift another ACD and a DC who are still posted in their home districts. "Incumbent DC Kathua, Rohit Khajuria, who belongs to Billawar area of Kathua, is serving in the same district, in violation of the MCC", sources said and added that due to his proximity with a BJP MLA, he was not touched by the GAD.
Another officer incumbent, ACD Kishtwar, Anil Kumar, also managed to retain his post using his BJP connections, sources added.
