'Blue-eyed' officials get promotion twice a yr, others ignored

Jammu, Nov 18: Nepotism in the Small Scale Industries Development Corporation (SICOP) can be gauged from this: some 'blue-eyed' officials having close proximity with higher rung officials are getting promotions, that too, twice a year while others are ignored.
Sources informed Early Times that every year the corporation conducts Department Promotional Committee (DPC), but despite that some wings of the corporation are deliberately ignored due to unknown reasons, as some officials of particular wings get out of way promotions.
"Babus of particular wings like head office, testing wing and IT wing of the corporation are getting promotion twice a year, first time when Civil Secretariat move towards winter capital Jammu, and the second time when the Secretariat shifts summer capital Srinagar," said sources and added that the remaining wings of the corporation like state wings, project wing and marketing wing have been ignored for last one decade.
In the IT wing, for example, an official said that now three IT managers who were appointed in the corporation by backdoor entry due to their links in the power corridors, have got two promotions. Initially they got play scale of 5200-20200-1800 and now they have got 5200-20200-2800. Another appointed at 9300-34800-4200 has not got 9300-34800-4400.
Sources said that despite holding DPC, hundreds of employees have not got a single grade even after serving the corporation for 20 years, while the 'blue-eyed' have got spree of promotions because of the 'connections'.
Source further said that a union government order had clearly mentioned that the entire government departments and even the Civil Secretariat have established their IT wings by appointing manpower on consolidated basis by providing Rs 10000 to 15,000 to each candidate. But the cash-starved SICOP first appointed the 'blue-eyed' in the corporation on hefty salaries on regular basis and thereafter gave them undue promotions to oblige kith and kin of politicians, said the sources.
