Ineligible MO still serving as Dy Dir Kashmir

Jammu, Nov 18: The higher officials of Indian System of Medicine (ISM) department have virtually binned a court order on the promotion of an ineligible Medical Officer (MO).
Sources in the department informed Early Times that former ISM director, vide order No. DG-ISM/4082-87, dated October 17, 2014, had neglected eligible candidates and promoted a 'blue-eyed' candidate as Deputy Director, ISM, Kashmir even the officer was not eligible for the post.
"One of the eligible aspirants knocked court door regarding fraudulent promotions in the ISM department made by former Director ISM. The court on September 24, 2018 passed a judgment in which it was made clear that ISM director has no authority to fill Deputy Director posts and it was also made clear that the candidate appointed as Deputy Director ISM Kashmir was not eligible for the post", sources said.
They said that while disposing of the writ petition filed by the eligible aspirant, the court directed the Health and Medical Education department to fill up the post of Deputy Director ISM Kashmir on regular basis in tune with the mandate of law and rules governing the subject.
Sources further said that the court also directed the department in filling up the post of Deputy Director ISM Kashmir on regular basis and consider all the eligible officers including the petitioner. The consideration shall be accorded and decision taken in the matter within three months, the court had directed. However, still an ineligible officer is working as Deputy Director Kashmir.
"The instant case is not the only one of fraudulent nature, but all other covert posts like Deputy Directors, Assistant Directors, AC Stores, ADMOs and Nodal officers have been elevated fraudulently to these positions by overriding rules and seniority by former Director for his vested interests", sources said.
They added that former Director is still facing investigations for several serious wrongdoings and malpractices and these fraudulent elevations were made to misuse the official positions of the ineligible officers in misleading investigating agencies.
Sources said that in violation of orders of court the ousted official continues to officiate as Deputy Director and has even drawn salary.
ISM Director, Dr. Angchuk said that he has recently joined the office and was unaware about the matter.
