Ineligible candidate selected for hospital management

Jammu, Nov 29: The officials of Health and Medical Education department have compromised on selection of candidates under centrally-sponsored scheme National Health Mission (NHM), as a candidate with degree in Tourism was selected on a post that required degree in Hospital and Health Management.
Reliable sources in the Health department told Early Times that the department had advertised two post of DEIC manager, for GMC Jammu and Reasi, under notice no. SHS/NHM/J&K/J/6586-89, dated 01-08-2016.
"After scrutiny of documents, the officials of NHM invited four applicants for interview which was held in July 2017. The panel of three conduct interview of all the four applicants for the post of DEIC manager", sources said, adding that all the three members gave highest marks to the ineligible applicant.
Sources further said that after complaint by one of the aspirants for the said post, the Vigilance Organisation sought a detailed report from the office of Mission Director NHM with regard to selection of candidates for the post of DEIC manager.
"Through investigation of relevant documents/ available in record, it was observed that the selected candidate neither possessed relevant basic qualification as laid down in the advertisement notice nor did she possess requisite post qualification experience. In fact the experience certificate furnished by the selected candidate doesn't seem to be genuine and is contradictory to the details with regard to experience provided by candidates in the application form," sources said.
They said the matter was referred to the Additional Advocate General, J&K, High Court at Srinagar for legal opinion with regard to future course of action. The AAG, after perusal of relevant facts in the light of supporting documents, opined that a non-deserving candidate has been selected. The AAG recommended termination of contractual services of candidates as the selected candidate had committed fraud and misrepresented material facts with respect to qualification as well as experience.
Hence with the approval of competent authority, the contractual service of DEIC Manager, GMC Jammu terminated vide order No: 89 of 2018 dated 02-07-2018.
Interestingly, after lapse of five months after her termination, the influential DEIC manager is still working in the NHM on the same post and at the same place.
Mission Director, NHM, Bupinder Kumar, was not available for comments.
