jammu, Jan 4: Governor's administration promoting tainted officials" to the prime posts in various corporations across the state recently has put a question mark over the tall claims about system being made transparent.
On Thursday the Governor's administration reshuffled the Managing Directors of various corporations and rewarded the "tainted officers" with plum postings, sources alleged.
They said that these corporations are already facing huge losses, yet the government seems least bothered. "Instead of appointing some IAS or KAS cadre officers the government has posted officers whose previous track records are dubious," sources alleged.
One of the officials, who has been appointed as MD SICOP, according to officials, is junior most and during his tenure as MD JK Cements the corporation suffered huge losses.
Sources said that surprisingly during the past several years the government has appointed officials for most of the state-owned corporations only from the SICOP.
The government on Thursday issued the transferred orders where Managing Director J&K SICOP, RL Tickoo has been transferred and posted as Managing Director Jammu and Kashmir Trade Promotion Organization vice Javaid Iqbal.
Ishtiyaq Hussain Drabu In Charge MD Handicrafts (Sale and Export) Corporation is transferred and posted as In Charge Managing Director Jammu Kashmir Cements Ltd vice Atul Sharma. Jasvinder Singh Dua In Charge MD J&K SIDCO is transferred and posted as In Charge Managing Director Handicrafts (Sale and Export) Corporation Ltd vice Ishtiyaq Hussain Drabu. Atul Sharma In Charge Managing Director JKCL is transferred and posted as In Charge Managing Director J&K SICOP vice RL Tickoo.
Khurshid Ahmed Dar, senior most General Manager, J&K SIDCO shall look after the work of Managing Director J&K SIDCO in addition to his own duties till a suitable officer is posted there.
Sources said most of these officers are juniors and some of them are facing corruption charges with cases registered against them. "No vigilance clearance was sought for these officials, who were given plum postings recently," sources claimed. "One of the MDs, who has been given the charge of MD JKCL, is facing serious charges about his alleged illegal promotion. Case already stands registered against him." According to sources he was promoted "illegally" by the then National Conference- Congress government.
Similarly, there are also charges against the MD who has been given the charge of MD, SICOP. "Instead taking any action, they have been given the plum postings," the source said.
Earlier, many of these MDs whose basic promotions to the post of head of the department were under question had been subsequently demoted. The story came to the fore when a complaint was lodged with the State Accountability Commission questioning the elevation of junior most General Managers to the post of Managing Directors out of turn and violating set government norms.
The state accountability commission having found merit in the case issued summons under number, JKAC/ S/P- K-29/ 2015/ 17/1534 dated 24.10.2017 asking for producing response and also appear in person. The case about the illegal promotion is still underway with the commission. Sources said then the commission had also sought record from the concerned departments.
However, in the middle of 2018, many of them were elevated to the post of Managing Directors. "Like the previous governments, the Governor led administration has also failed to curb corruption and also gave plum postings to tainted officials," the source said.
