Elevates blue-eyed causal labour to post of junior scale KAS officer

JAMMU, Jan 10: Astonishingly! the Jammu and Kashmir Entrepreneur Development Institute (JKEDI) has broken all the records of favouritism and nepotism by allegedly enhancing the grade of a casual labour to the grade of junior scale KAS officer and later enhancing her grade to the senior scale IAS officer.
Highly placed sources in JKEDI said that a lady officer, who was appointed as junior stenographer on contract for a period of two years, was regularized after her contract period ended. "Vide order No. EDI-83 of 2007 dated 11.9.2007 a lady officer was appointed as Junior Stenographer and two years later vide order No. EDI-141 of 2009 dated 19.9.2009 her services were regularized," said sources, adding that later on JKEDI advertised post of Executive Assistant to Director on stop gap arrangement with eligibility for the post as graduate with a speed of 70 words per minute in shorthand and work experience of five years.
The lady officer in question was earlier working as casual labour on need basis in Water Works division Srinagar and her experience as casual labour on need basis was considered fraudulently by the then Director for the post of Executive Assistant, which is equivalent to the post of Junior Scale KAS Officer.
Sources further claimed that in March, 2013 she was adjusted as Executive Secretary to the Director in the 4th pay scale of Rs.15600-39100 with GP of Rs.6600/- without any order and procedure.
"The then Director blessed the lady officer again and promoted her as Sr. Manager in the pay scale of Rs.15600-39100 with GP of Rs.7600/- which is equivalent to the Grade of Sr Scale IAS officer,” sources said.
