JU violates CS Leave rules

jammu, Jan 11: While the Jammu and Kashmir Governor and his advisors are working day and night to set the state in order, the University of Jammu has reportedly violated the Jammu and Kashmir Civil Services (Leave) Rules, 1979.
Pertinently, an advertisement in a daily, has invited applications for the post of Dental Surgeon (purely on leave arrangement) which is against CS Rule.
In reference to study leave rules, it is clearly mentioned that "no substitute shall be appointed in place of officers proceeding for study leave." But the concerned authority of the JU is all set to appoint a substitute in place of a doctor by inviting applications, who is on study leave, for last some months. This is a clear violation of the Jammu and Kashmir Civil Services (Leave) Rules, 1979.
Official sources of the JU told Early Times that when a person (government employee) proceed on study leave, his/ her position remains vacant and no appointment of any kind including permanent, part-time, contractual, temporary, by promotion or by deputation, can be made on that position.
Official sourced further added that some of the officials in JU are leaving no stone unturned to adjust some blue-eyed doctor by violating the state Civil Services (Leave) Rules. Pertinently, the Government Medical and Dental Colleges and Government Hospital Gandhi Nagar are not even four kilometers away from the JU then what is the need to appoint a substitute?
