HC asks police not to issue appointment orders to 482 SIs, seeking entire selection record

Srinagar, Jan 17: The state high Court has ordered that no appointment orders regarding selection of 482 posts of Sub Inspectors in Jammu and Kashmir Police shall be issued even as it issued notice to police, seeking response to a petition, challenging the entire selection process as bad.
A bench of Justice Rashid Ali Dar sought a "detailed" response be filed by the PHQ in the matter by or before next date of hearing on February 11.
"Further, action in pursuance of the selection process has to remain subject to outcome of the writ petition. However, appointment orders shall not be issued till response supported by the affidavit of respondent no.1 and members of the selection committee is brought on record," the court said.
It has also sought all record pertaining to the selection for the perusal of the court along with record pertained to the action, if any, on receipt of complaints received from aggrieved candidates for probe into irregularities and discrepancies.
The petition has been filed by aggrieved candidates through their counsel advocate M Y Bhat, challenging the entire selection carried out in pursuance of the advertisement notice dated 30-12-2016. Among others, the aggrieved candidates have alleged that official respondents have facilitated mass copying in centre number. 1171111 where 620 candidates have appeared out of whom 449 were shortlisted for interview wherein 185 candidates have been selected and 39 figure in waiting list. One of the other grounds for mala fides of the official respondents has been that one candidate from Kupwara has been permitted to appear in examination at Jammu though terms of advertisement notification he had to appear in examination centre in Srinagar.
The counsel for the petitioners also submitted that advertisement notice provided for use of CCTV technology to videograpgh various stages of recruitment for maintenance of backup of the record but same has not been done.
