JKLADCSA resents step motherly treatment

Jammu, Feb 8: Jammu Kashmir Ladakh All Departmental Clerical Staff Association (Ministerial Federation) today expressed resentment over alleged step motherly treatment with them.
The prominent among others who were present on the occasion were Jeelani Naik, General Secretary, Nazir Ahmed Bhat, S. Gurmeet Singh, Ashish Sharma, Jagdish Thakur, Umar Jan, Kirpal Singh, Ranbir Singh, Surinder Bhat Surinder Mehta District President Kathua, Vishu Bando District President Udhampur, Mool Raj District Vice President Udhampur, Rajesh Ajnabi District President Resi, Ravinder Singh District President Poonch Gurmeet Singh DP Jammu, Mushtaq Ahmad Bhat District Kishtiwar, Mohd Farooq, Ayaz Hussain Shah, S. Vrinder and others.
While speaking on the occasion the representatives showed great concern and condemned the step motherly treatment with clerical Cadre, as the Government has adopted delaying tactics, while resolving the genuine issues, though the Association has already submitted Detailed Memorandums, as well as High Court has also issued directions to resolve the these pending issues without un-necessary delay, but unfortunately the cadre is being jacked around and persecuted at large and all leaders in one voice appealed the Governor and Worthy Chief Secretary for early disposal.
Amendment in SRO 333 of 2018 to extent of grant of Retrospective effect from 01.01.1996 notionally and monetarily w. e .f 19.02.2003, as per the recommendations of Vyas Committee 2007, on the analogy of other cadres.
Restoration of Advance Increments (Financial Incentives) after successful passing of SAC Examination, as the High Court has issued directions in SWP Titled Ali Mohd Mir & other v/s State and Others "…respondents shall not stop increments due to the petitioner in terms of admissible rules.
Restoration of Ministerial Service/Constitution of HOD Ministerial Service on the analogy of Accounts/Planning/ Secretariat Subordinate Services as well as Cadre Review shall be conducted by expanding promotional avenues at par with Secretariat Subordinate Services, in order to remove the Stagnation of the whole Clerical cadre working outside secretariat. The High Court has issued directions under SWP No. 874 of 2018 Titled Ali Mohd Mir & other v/s State and Others to the worthy Chief Secretary to consider the claim as projected into the matter.
Implementation of the High Court directions issued vide Judgment Dated.30.07.2018 under SWP No. 838 of 2018 Titled Ali Mohd Mir & other v/s State and Others to ensure the decision on the Recommendations of Action Plan framed by the Respected Vice Chairman and Director General IMPARD, including setting up a separate SAC Training Centre (Institute) at IMPARD both at Jammu and Srinagar, already accepted by the Establishment Cum Selection Committee and Approved by the Competent Authority(Chief Minister/Governor).
Allocation of due share in Administrative Officers Gazetted Service for HOD Cadre. The matter shall be placed before the Committee constituted by the Government for the purposes vide Order No.183-GAD of 2019 dated. 06.02.2019.
