Deserving denied benefits of IAY in Budgam district

BUDGAM, Feb 10: Despite the fact that the GoI has left no stone unturned in allocation of funds of its centrally sponsored schemes in Kashmir, but moist of these schemes, including Indira Awas Yojna (IAY) was not fully implemented in letter and spirit in various villages of this central Kashmir district.
The scheme aimed at the up gradation of existing houses, but at many places the beneficiaries misused the money received for the purpose, sources told early times.
"The government had allocated sufficient funds for providing housing to SC/ST population and backward classes under IAY, but due to interference of some political leaders the funds were either misused or diverted to the Above the Poverty Line (APL) categories due to which the poor masses couldn't get their due", sources said.
In the very beginning of the last year, the scheme has helped many poor families to construct houses, but the department concerned (RDD) has not followed the criterion to identify the deserving beneficiaries.
Sources alleged that, "around sixty percent of the beneficiaries in Khag and Beerwah Blocks who had an annual income of thirty to forty thousand or more were selected whereas people with an annual income of less than 10 thousand were left out".
The relatives and close associates of the officials, political leaders of different parties were given benefits, and Below Poverty Line (BPL) families were denied the benifits, said sources.
Sources also said that if somewhere the funds were allocated for construction of houses or for their repairs,the clerical staff either demanded bribe or the amount was not sufficient for constriction of IAY houses.
People have demanded a thorough probe into the allocations under the central scheme so that the deserving could get their legitimate due.
