Top bureaucrats tow their PS along to every new place of posting
Govt turns blind eye to unholy nexus

Jammu, Feb 21: It has become a very common feature that whenever tops bureaucrats are transferred and posted at new places by the government, they take their private secretaries with them to new places against the norms. A special order of transfer is executed in favour of Private Secretaries on the recommendations of these bureaucrats within few days after their transfer. These Private Secretaries are the confidants of their bosses and manages everything for them which is the reasons that they are taken by these bureaucrats with them every time.
"Few weeks ago, GAD had issued an order of transfers and postings of some top bureaucrats but
after two days GAD issued another order regarding transfers of Privates Secretaries of the bureaucrats who were transferred and posted them with their previous bosses," they said further adding that although there is no such provisions that bureaucrats can take their private secretaries with them but some top officials have made it a norm which raises many doubts. One of bureaucrats, who was transferred and had remained in huge controversy, after which it was being expected that government will change his department also took his loyalist private secretary with him at new place of posting. "This Private Secretary has been working with him for the last eight years and makes all kinds of arrangements and takes care of all his luxuries and felicitates. He is expert in extending favours to junior officers in lieu of monetary benefits," they said further adding that another bureaucrat who has recently opted for voluntarily resignation from the service had also kept his private secretary with him.
Similarly, a top bureaucrat who has been appointed on very coveted post by the government also kept his private secretary with him at almost every posting in recent past. If sources are to be believed
these Private Secretaries have very strong hold in their respective departments and never let the people meet with their bosses easily and also strike deals on behalf of their bosses.
