Verbosity of Modi failed to impact J&K

Managing affairs of J&K for five years, with chicanery and not altogether without success, or a sophistical rhetorician, inebriated with the power and exuberance of his own verbosity, and gifted with an egotistical imagination that can at all times command an interminable and inconsistent series of arguments to malign an opponent and to glorify himself, remained BJP-led government policy in J&K and verbosity of its self imposed god man lead to unclear, inarticulate things and it brought more troubles than relief in J&K. The elected one has the responsibility to do good public policy in the best interest of all the people. Government is supposed to play a huge part in solving big problems by setting public policy able to provide uniquely the resources to make sure that solutions reach everyone who needs them. They are supposed to take up an intelligent research, which is a crucial component of the innovation that improves life for everyone, but alas, the Modi government instead of analyzing the things in right perspective remained exploring the history of Pt. Nehru as well as Congress and busy in blame game all time for the present Kashmir trouble. If we stare into the policies of the Modi Government directed towards the sponsored terrorist activities of the enemy country in Kashmir, we can conclude on the note of complete failure.
A hard reality that may be irritating to the Modi Government is about Kashmir problem and his policies directed towards Kashmir and that are under scanner even with an illiterate but politically aware person. One reality that cannot be kept under carpet is the terrorist attacks and militancy have increased many folds during the last five years since the Modi-led BJP Government came into power at the centre and its alliance with pro-separatist PDP. A cursory look aware us that the BJP had vowed to adopt a "zero tolerance" policy on terrorism in its election manifesto released in 2014. But it is also real world that late Chief Minister J&K Mufti Mohammad Sayeed, soon after taking oath as CM of coalition government of BJP-PDP, stoked a controversy saying Hurriyat, militant outfits and "people from across the border", an oblique reference to Pakistan, allowed conducive atmosphere for assembly polls in J&K. Modi je as PM of the country was sharing the dais, when late CM was warbling the sonnets and melodies of acknowledgement and was thankful of these outfits thereby rejecting all time efforts of all the machinery involved in conduction of peaceful assembly elections. When anyone speaking high of these outfits is straight away branded as anti-national, the sweet smiles of PM at the occasion were irritating to all real secular forces. The first three years of Modi Government and BJP alliance in J&K saw 64% (over 800 terror incidents) rise in terror incidents, as many as 744 people died in these three years: 471 terrorists, 201 security forces and 72 civilians. Since the coalition in J&K came into power, the armed encounters between militants and security forces have increased by 53% over the preceding three years, as per data compiled by the South Asia Terrorism Portal (SATP), run by New Delhi-based non-profit Institute for Conflict Management, and released by 'India Spend' on May 18, 2018.
The much hyped policies of Modi Government towards Kashmir can be summed up as surgical strike, demonetization, muscle policy and nomination of interlocutor. The surgical strike after Uri attack was politicized to such an extent that Lt Gen (retired) DS Hooda, who was the chief of the Northern Command of the Army in September 2016, during the surgical strike, has to speak that the strikes have been politicized and overhyped and now much spoken by Pak media also. The demonetization much propagated to curve the inflow of foreign money in Kashmir that keeps alive stone pelting and militancy, dashed like castles in air. The required policy measures after Burhan killing, a Hizbul Mujahideen militant, that set a cycle of violence during which, according to one account, more than hundred people were killed, more than 12,000 injured, 1,000 lost their vision in one eye after being hit by pellets, nowhere were on ground reality. The other substantial step thought better by Modi Government was nomination of Dineshwar Sharma as an interlocutor for J&K, and a focal point of Indian Government to hold a sustained dialogue with people of the state. But on ground he failed completely to usher in even an inch of betterment. On the other hand the advisory issued by Modi Government on the advice of interlocutor to withdraw 4500 cases registered against criminal act of stone pelters, who were misguided youth in the eyes of a retired IPS officer and Ex-Director Intelligence Bureau, proved as a catalyst to enhance the terrorist activities and militant attacks. We remember how Home Minister of India Mr Raj Nath Singh has taken these stone pelters as children who can make mistakes and that are why the government decided to withdraw cases against youth who were misled into pelting stones at security personnel. The muscle policy pushed also failed to impact the situation. Contrarily BJP government boosted the stone pelters morale when against the Army chief's advice to deal sternly with stone pelters in Jammu & Kashmir, the Modi Government and BJP alliance with PDP in J&K set free 9730 stone pelters. In another move, that caught security forces and defence experts off guard, the Union Home Ministry had ordered security forces in Jammu and Kashmir in 2018, not to conduct operations during the month of Ramzan. The tipsy and tardy policy of Modi Government towards Kashmir can in no way be termed as successful but there is increase in terrorist attacks, killing of security personals and all moves towards dark tunnel with no hopes of light at the end of the tunnel.
The Modi Government pursuing the world wide to declare the Pakistan a terrorist country but on the home ground we find that 'The Declaration of Countries as Sponsor of Terrorism Bill, 2016', was moved by an Independent member Rajeev Chandrasekhar in Rajya Sabha, that seeks to call out states like Pakistan that continue to associate, promote, patronize and sponsor terrorism against our nation and provides for snapping all economic and trade relations with that country. It was responded by the government through Home Ministry official that India can't declare any country a 'Terror State' as it has to maintain diplomatic relations with all countries and was opposed by the Modi led BJP government in Parliament. So the repressive measures taken by Government of India after Pulwama attack on CRPF convoy are an attempt to cool down the emotions of the people only and are not enough towards the expectations of the people. What so ever measures have been taken now was always a constant demand of sensible people but Modi government never thought it better to act on such measures? That may be withdrawal of Most Favored Nation (MNF) status. Apparently under this move Pakistan will no more get preference in trade agreements. The suspension of business relations with Pakistan, but it proved to be mere a fuss when after just within a period of four days approximately 54 trucks from Pak loaded with commodities entered India via Chak-E-Bagh Poonch and many Indian truckers entered Pak with commodities. The announcement of withdrawal of security cover to separatists is another step forward but this move is better to save tax payers money spent to provide security to these anti-national minds but for Pak it hardly matter. Announcement of preparations by Water resources minister Nitin Gadkari to prepare DPR as a step towards stopping flow of water of three rivers Ravi, Beas and Sutlej is an announcement to cool down the sentiments of the nation asking for revenge. As scrapping of water treaty with Pakistan is not his prerogative but that of PMO. Moreover it require at least more than six years for its implementation as it requires dams as high as 100 meters to be built to stop the flow of these rivers and subsequent channels for distribution of the water. Post the deadly terror strike, the Indian government announced that it was hiking customs duty on import of all goods from Pakistan to 200 per cent with immediate effect. India mainly imports fruits and nuts, gypsum, sulphur, finished leather goods, ores, mineral oils and cement. India has suspended the Srinagar-Muzaffarabad bus service in the wake of the Pulwama terror attack. On the strength of the measures taken so far, common man is asking one question, whether these measures will be enough and compensate the loss of great and brave soldiers from across all states of the union.
We never witnessed any concrete policy of Modi Government towards Kashmir problem except boastful verbosity of words to handle the insurgency and terrorist attacks. The threats and imprecations that followed the Pulwama attack have started fading in the face of reality. The fact is, if you invest your entire capital in hollow talks and to divert the attention of the people from main issue, you cannot abruptly change gear and decide on correct options, moreover when country has plunged into deciding the formation of next government and present PM always on whirl wind tours to address election rallies and more concerned to get his 'Puraskar' from South Korea at a time, when country appealing him to exhibit his 56 inch chest and ten heads for one and country's emotions are on boiling point over recent happenings in Kashmir. This reminds us of the Nero Claudius Caesar Augustus Germanicus, the last Roman emperor of the Julio-Claudian dynasty, who was playing flute when Rome was burning.
