Kishtwar, Sept 21: The soft approach of Home Department of Government of Jammu and Kashmir on terror related activities could be judged from the the fact that after the lapse of seven years it has failed to file a charge sheet in the court against Mehraj-ud-Din Dand of Krank Shivan Sopore arrested by the Kishtwar police in September 2012 from Chatroo area of Kishtwar District while he was on its way to valley via Kishtwar-Sinthan top route.
According to the then IGP Jammu, the arrest of Dand was a major success for the security forces in Jammu and Kashmir. He was wanted in many militancy related activities in India. He was also involved in infamous 1999 Kandhar hijacking case.
The failure of the police to file a challan has helped Dand get bail.
As per the details available with "Early Times" Mehraj-ud-Din Dand, now 50, allegedly supplied weapons and travel documents to Kandhar Hijackers in Kathmandu through the then Pakistani diplomat in Nepal Arshad Chema and Zia-ul-Islam.
Chema was than 1st secretary, while Zia was the 2nd secretary in Pakistan embassy in Nepal. It was Arshad Chema who handed over the weapons concealed inside the briefcase to one of the hijackers; hours before the IC-814 flight took off from Kathmandu and later hijacked by five militants. During his interrogation with Jammu and Kashmir police, Mehraj-ud-Din revealed everything including the ISI plans of targeting major cities across India, beside some top most politicians including former Deputy Prime Minister Lal Krishan Advani, former Jammu and Kashmir Chief Ministers Ghulam Nabi Azad and Dr Farooq Abdullah.
It was Mehraj-ud-Din along with ISI and other militant organization who planned attack on Dr Farooq Abdullah soon after he (Dr Farooq) took over as the Chief Minister of trouble hit state of Jammu and Kashmir in the year 1996.
Mehraj-ud-Din along with ISI top most officials also made several plans to target politicians like Advani, Azad, Modi, beside several other politicians. The sources said that Mehraj-ud-Din happens to be a close associate and right hand man of Syed Sallahudin, Chief of Pakistani based amalgam of militant organization United Jihad Council.
The sources said that the accused Mehraj-ud-Din crossed over to Pakistan Occupied Kashmir soon after Muslim United front lost badly in infamous 1987 election. After losing 1987 election, Mehraj-ud-Din along with four other associate including Mohammad Yousaf Shah now known as Syed Sallahudin, Abdullah Bangru, Yaseen Malik and Ashfaq Majid Wani crossover to POK for arms training. All the five persons after returning from POK launched armed struggle in Jammu and Kashmir. He reportedly crossed over to POK many times before he finally decided to settle in Pakistan and played an important role in planning major terror strikes in India including one that of 1996 Lagpath Nagar blast in Delhi.
The accuse who later shifted to Nepal and married a Hindu girl by introducing himself as Papu Kumar established his base in Nepal and started operating its terror activities from the Nepal soil. He during his 15 year stay in Nepal travelled to many gulf countries on fake Pakistani passport with different names. During his visit to Gulf countries, he established contact with "D" company of underworld Don Dawood Ibrahim and started operating as hawala operator supplying money to various terror organization in India.
During his interrogation, Mehraj-ud-Din has given details about his relation with Syed Salahuddin and Dawood Ibrahim, who both figured in the list of 20 most wanted person's handed over by the Government of India to Pakistan.
Mehraj-ud-Din also features in the list of India's most wanted and carried a reward on his head. He during his 25 long years has worked for almost all militant organizations including Islamic Front, Muslim Mujahiddin, Hizbul Mujahiddin, Jeish, Lashker and others. He also remained in jail for 2/3 years under Public Safety Act in early 90's. He used to live in Nepal, had hideouts across India and also designed special shoes for transportation of fake currency to India, beside was also played its part in attack on Kolkata City Center as well as unsuccessful plan on 2002 SAARC Summit in Nepal .
He before his arrest enter India via Nepal border, the accuse reach Delhi and after staying there for few days, he left for Jammu from where he plans to reach South Kashmir through Kishtwar-Sinthan-Srinagar road before he was arrested by the Kishtwar police on the bases of the input generated from across the border. He was assigned with the job of reviving the militancy in South Kashmir with the help of few militants who had successfully managed to infiltrate to this side of border at that time.
Kishtwar police also recovered few identity cards of accused Mehraj-ud-Din with different names.
The organizations like NIA, Mumbai ATS and CBI probing different cases related to terror strikes across the nation also cross examined him at that time, but despite knowing his involvement in high profile cases of militancy throughout India, J&K Home Department showed reluctant approach towards according sanction for his prosecution even after seven years of his arrest and thus provide an opportunity to Dand to roam free.
