Jammu, Mar 21: Meting out injustice to the hundreds of teachers working under Sarv Siksha Abhiyan (SSA) of District Kathua, a former Chief Education Officer had allegedly diverted three month salary of these teachers to clear other liabilities nearly one year ago which has not been paid to them till date.
Sources told Early Times that around 227 head teachers of district Kathua have not been paid their three month salary for the months of December 2017, January and February 2108 by the department as the salary which is approximately of Rs 3 crore was diverted by the then Chief Education Officer Kathua to clear arrears of RET teachers.
"The salary amount of SSA teachers was paid to RETs to clear their arrears of regularization and Time Bound Promotions," they said further adding that these aggrieved teachers have raised the issue with higher authority but no action was taken. Instead of sorting out the issue amicably, SSA authority and CEO office Kathua are at loggerhead over this issue.
"CEO Office Kathua claimed that it had conveyed to the SSA Authority about the issue but later denied it by saying that no such communication has been received in this regard," they alleged adding that in order to defuse the problem, a high level inquiry was demanded by the SSA teachers with the Director School Education, shockingly which was not conceded leaving them in the state of chaos.
Sources said that as per guidelines funds of one head cannot be diverted to other head, despite the fact, the then CEO Kathua diverted the amount under SSA teachers' salary head to RET salary head in violation of norms as there is strict instructions written on the latter when SSA salary issued that the fund be disbursed for salary of SSA teachers only and not for clearing other liabilities," they added.
