Jammu, Mar 24: At a time when the debate on "Mein Bi Chowkidar" campaign has taken the center stage in ongoing Parliamentary election, the real Chowkidars (Village Headmen) and Watchmen who are important revenue functionaries have recently vented their anger against Jammu and Kashmir Government for their failed promises to pay them enhanced salaries which was agreed by the previous BJP-PDP coalition regime.
Speaking to "Early Times" a village Chowkidar on conditions of anonymity said that Prime Minister of India wants to lure people by using their name ,whereas he totally remained ineffective to bring the poor village Lumberdars and Chowkidars out of abject financial distress.
He said that on a meager stipend of Rs.1501 and Rs. 1500 paid to Lumberdars and Chowkidars respectively, they are made to look after the registration of birth and deaths beside accommodating the government staff and arranging their needs which is grave injustice to them.
The real Chowkidars have said that if Prime Minister is so much concerned and wants to win seats on the back of 32 lakh village Chowkidars' sweat and blood from all over the country, then their promised honorarium of Rs.5500 agreed by government of Jammu and Kashmir should be given as central assistance and all over India the 32 lakh poor chowkidars should be paid similar amount, said a village Chowkidar.
As per verification conducted by the Early Times, there are more than 150 Chowkidar posts in Kishtwar District and an equal number of Lumberdar posts tasked with welfare programme implementation. They are the source of first hand information by State administration governed by Jammu and Kashmir Government through various acts, specifically passed for these posts only as The Jammu and Kashmir Lambardari Act, 1972 Act No. X of 1972 and Jammu and Kashmir Chowkidari Act, 1956 Act No. XXXVII of 1956 [6 November, 1956] which define the role of the Chowkidars and Lumbardars in the state of J&K.
They said that they are hopeful that government will order immediate release of their wages as per enhanced salaries without any further delay so that they too can progress at par with other poor and downtrodden section of the society beside could manage their family welfare in a better way.
They urged upon the Govornor Satya Pal Malik and financial commissioner revenue to look into the matter at an earliest.
