Despite issuance of dozen correspondences no action taken against tainted section officer in H&UDD

SRINAGAR, Mar 25: Although more than a dozen correspondences have been sent by the vigilance section of General Administration Department (GAD) to the Housing & Urban Development Department (H&UDD) to take action against a head assistant nothing has happened so far.
Around two years back the then Additional Secretary, GAD shot a letter to Commissioner Secretary, Housing & Urban Development Department asking him to furnish report if any taken in the case pertaining to complaint against the head assistant.
"The undersigned is directed to forward herewith the Commissioner/Secretary to the Government Housing and Urban Development Department a copy of the complaint along with enclosures made by the President Urban Local Bodies Kashmir regarding the above cited subject and request him to kindly furnish the requisite action taken report in the matter to this department within a period of 07 days positively," reads the correspondence shot on 1-4-2017.
Although, the department was expected to submit the action taken report to the GAD within seven days nothing of that sort. In fact the official in question got promoted and was elevated to the position of Section Officer in the Direction office of Housing & Urban Development Department.
The correspondence has mentioned about the previous correspondences shot in this regard by the vigilance section of GAD. The correspondences had started from 2010 and for the past nine years or so no action whatsoever has been taken so far.
The correspondence further reads, "This is in continuation to the Department's O.M of even No Dated 30-6-2006 followed by reminders dated 12-7-2010, 31-8-2010, 28-9-2010, 19-10-2010, 30-12-2010, 27-7-2011, 27-09-2013, 13-12-2013, 18-07-2014 and 30-08-2016."
On 31-05-2017 the vigilance section of GAD shot yet another correspondence and in the same it has once again why no action was taken against Mukhtar who by that time had been elevated as Section Officer.
"The undersigned is directed to refer the Commissioner/Secretary to the Government, Housing and Urban Development Department, his O.M No. HUD/LSG/ULBK/14/2016 dated 30-3-2017 regarding the above noted subject and request him to kindly furnish specific comments with regard to the report submitted by the Director, Urban Local Bodies, Kashmir," reads the correspondence GAD (Vig) 28-Comp/2005.
The correspondence further stated that why the officer in question has been allowed a prolonged stay in the Directorate despite serious and factual allegations of appointments of his close kiths and kins in various NACs/TACs under the control of the Directorate.
It asked that action taken report on the recommendation of Vigilance Organization letter dated 20-05-2005 and whether the matter has been closed with the approval of the competent authority.
