srinagar, Apr 15: At a time when the bureaucrats claim to have achieved a lot in the field of e-governance and Information technology (IT), the official websites of most of the government departments in J&K continue to be in shambles
For example, Dr Shahid Iqbal Chowdhary (DC Srinagar) who was transferred from Bandipora around two months back still continues to be Deputy Commissioner of Bandipora on the official website. In addition to it he is shown to be the designated First Appellate Authority (FAA) under J&K RTI Act 2009 as well.
Details available with Early Times reveal that official website of district Bandipora www.bandipore.nic.in is portraying wrong and misleading information. There is a photo of incumbent Deputy Commissioner Shahbaz Mirza on the main page of website, but when one clicks on the link titled 'More' and then 'Directory', Dr Shahid Iqbal is still the Deputy Commissioner of this district.
In the 'RTI' link, the Public Information Officer (PIO) is shown to be vacant but there is one name Zahoor Ahmad Mir ADC.
In addition to it the website has no details of J&K RTI Act 2009; instead, some material from RTI Act 2005 which is a central law and is not applicable to J&K seems to have been copy pasted on the website.
In the events and upcoming events section no information is available at all. In the tenders section, there is no information available and when one clicks on this link it shows "sorry no notice matches this category".
Moreover, when one clicks on 'who is who' column, there is an error which reads "sorry for the inconvenience". Pertinently, every district has a post of District Informatics Officer (DIO) who gets a hefty salary. The job of DIO is to maintain the district websites and upload new information, but it seems these officers are not accountable to anybody.
As reported earlier by this newspaper, the official website of Tourism Department had shown name of Tasaduq Mufti as J&K's Tourism Minister a few weeks back while as Sarmad Hafiz was shown as Secretary Tourism and Mehmood Ahmad Shah who is presently Director Industries & Commerce Kashmir was shown to be Director Tourism Kashmir. The same was rectified after the Early Times reported it.
Not updating official websites amounts to clear violation of Section 4 of J&K RTI Act 2009 wherein public authorities have to make voluntary disclosure of information. Leaving aside voluntary disclosure.
