Secretariat employees fume over Union election notification
`Accept resolutions passed by union'

Jammu, Apr 17: Anger is simmering among civil secretariat employees over issuance of notification for Union elections without accepting the resolutions passed by the Union long back, along with delay in accepting their demands.
Sources informed Early Times that as per their own by-laws the Civil Secretariat Non-Gazetted Employees Union had approved a resolution in 2017 and submitted the same to GAD to notify the changes in nomenclature of the Union, inclusion of Gazetted promotee officers working in civil secretariat in the Union, increase in the tenure of Union from 2 to five years.
"According to by-laws of the Union and repeated orders, the GAD had simply to notify the resolution but GAD refused to do so, due to problems created by some officers", sources said, adding that to dispel the wrong notion created by some officers that gazetted officers didn't form their union, the Union had also given the reference of the associations of KAS, IAS, Doctors, Lecturers beside others.
Sources further said that the state government had formed a three member committee in the month of December 2018, to look into the issues of Union members and it had to submit report in fifteen days, but all in vain.
"Instead of addressing the issues of Union, the govt hastily issued election notification with a time span of 15 days instead of 21 days to conduct the elections of the Non-Gazetted Employee Union violating the laid down procedure", sources said.
The aggrieved promotee gazetted officers also approached the Court and sought directions to the government to decide resolution passed by Union to include promote officers and change of nomenclature, till then hold the elections. Sources further said that an officer has been creating hindrances for his vested interests. "This officer remained shuttling between Home and General Administration department for the last many years and used to create mess and invited unnecessary litigations", sources alleged, adding that the Union has been seeking share in gazetted officer posts to promote employees as per judgement delivered by Supreme Court in Suraj Prakash Gupta vs State of J&K case.
"If the GAD will distribute the KAS posts as per Supreme Court judgment, then many of the officers who have occupied the posts in excess of their share would be demoted and they have been creating hurdles", sources said. Union President said that instead of the restoration of slots for promoted employees, govt issued placement orders of more KAS officers in violation of apex court judgment. "A high level committee was also constituted to investigate loss of slots within 15 days which also happens to be an eyewash and never submitted its report".
Thana Ji Bhat General Secretary of the Union said that not a single issue of employees has been resolved by preset administration apart from making false promises. "Govt is creating unnecessary mess by dividing employees on caste and region basis. This is happening first time in the history and this is affecting smooth functioning of the govt", Suresh Bedi, General Secretary of Union said.
They appealed Governor Administration to look into the matter and resolve the issue amicably without any further delay.
