Non-KAS officer continues to be part of core team of Governor's Grievance Cell

srinagar, Apr 25: A blue-eyed contractual employee of Jammu & Kashmir Entrepreneurship Development Institute (EDI) continues to remain attached in brazen violation of orders issued by the General Administration Departent (GAD). The employee enjoys the patronage of authorities at JKEDI and J&K Governor's Grievance Cell, Srinagar office.
Sources told Early Times that the employee, a female, was engaged as coordinator in EDI on contractual basis vide order No. JKEDI/HR-177 of 2014 dated 27-08-2014 strictly for a period of one year with a monthly consolidated remuneration of Rs. 10,000.
The employee was attached to erstwhile, Chief Minister's Private Office, Church Lane, Sonwar vide order No. JKEDI/HR-286 of 2017 in June 2017. The order was issued in response to a letter received by JKEDI vide letter No. DS/HCM/Pvt/JKEDI/159/2017 dated: 30-05-2017 wherein it was clearly mentioned that the services of Humera Nazir shall be put at the disposal of the office with the main objective to manage a help desk for educated unemployed youth and provide them information about the various schemes implemented by JKEDI for starting their own ventures.
Soon after the PDP-BJP coalition government fell the GAD issued order/circular vide NO. 22-GAD of 2018 dated 06/07/2018 directing all the departments that all the employees who were attached with different departments should be detached and they should join their parent departments by 16-07-2018.
But showing thumb to the GAD order, the blue-eyed employee not only managed to remain attached with the Grievance cell but also managed to get extension of her contractual services with JKEDI which were supposed to get over on July 31, 2018, even after her contract was terminated.
"The employee refused the directions of the then Director JKEDI to resume her duties at the institute and in turn managed to put an immense pressure upon him to extend her services with the institute. The institute in this regard also received a letter vide No. JKGGC/PF/102/018-30 dated 06-09-2018 requesting the extension of her services and succumbing to the pressure the then Director JKEDI issued the orders for 're-engagement' of Humera as Coordinator vide order No. JKEDI/HR-566 of 2018 dated: 17-09-2018 with an increased monthly remuneration of Rs. 23,000," said sources.
The irony is that the J&K Governor's Grievance Cell has also forwarded a letter to the Director JKEDI vide No. JKGGC/PF/102/018 dated: 25-07-2018 seeking retention of Humera by declaring her among the 'Core Staff' deployed in the Grievance Cell.
Pertinent, to mention here that the core staff deputed at the J&K Governor's Grievance Cell are either officers from Kashmir Administrative Services (KAS) cadre or officers of higher grades from other departments with an exceptional track record.
"It is a brazen violation of official norms that how a contractual employee with no administrative experience on her sleeves has been designated among the core staff and allowed to handle such a sensitive posting of public grievance redressal. The move to declare the contractual employee puts a grave question mark on the working and accountability of the much talked about Governor's Grievance Cell as how it uses its influence to help blue-eyed candidates in violation of norms," said sources.
