Suspended I/C EO Sopore was directed not to make transactions

SRINAGAR, May 2: Almost four months ago, the I/C EO of Municipal Council Sopore was directed by the Director ULBK not to make any drawl or transaction from the accounts of MC Sopore, but the official didn't mend his ways thus paving way for his suspension yesterday.
According to reliable sources in the department of ULBK, the In-charge Executive Officer (EO) of Municipal Council Sopore was dispatched a letter wherein he was directed not to make any drawl without the counter sign of Accounts Officer DULBK.
Letter, a copy of which is in possession of Early Times reads: 'In this context you are directed not to make any drawl/transaction from the accounts of the Municipal Council Sopore, without counter signatures of the Accounts officer of the Directorate till further instructions'.
The letter was also sent to Financial Commissioner HUDD, Treasury Officer Sopore, Accounts Officer DULBK, Manager J&K Bank Branch TP/New Colony Sopore, Manager Axix Bank Sopore Baramulla, wherein it was requested to them that the cheques /advices shouldn't be drawn without the counter sign of Accounts officer of DULBK. However, sources told Early Times that there were some complaints about fake appointments, adjustments before the Directorate office, after which the Director took some immediate steps to streamline the irregularities, and tried to stop it, but he was not informed that there are some deadwood that are hell-bent to bring some bad reputations to the whole department concerned.
Sources said the EO MC Sopore has released salary in favour of 5 illegal appointees that were without salary from 2010 and had almost left the job after the official was declared as, 'Deadwood' in the Former Chief Minister, Late Mufit Sayeed's period, and the illegal appointees were reappointed recently.
The officer has released huge amount including his salary of Rupees 28 lacs, and the salaries of other illegal appointees from the unknown bank account that is not in the knowledge of Director ULBK, adding even the salary was released without deducting income tax, sources informed to ET.
They said bank account is being operated from Baramulla district for different transactions, adding nature of the illegality is that, the salary should have been released from the Directorate of ULBK, but that was not the case.
There is a huge income approximately worth crores to the Municipal Councils, as they collect the amount from various local funds including, Trade License Fund, Building Permission Fund, User charges fee of suckers, Birth and Death funds and so on, sources added.
