WPHRF discusses issue of Domicile Certificate

Jammu, May 3: Chairman West Pakistani Hindu Refugee Front (WPHRF), Sub Maj (Retd) Madan Lal Dubgotra discussed the issue of Domicile Certificate to West Pakistani Refugees (WPRs) with the executive members of the Front. He stated that demand of the WPHRF for issuance of Domicile Certificate to WPRs submitted to PMO under Registration No PMOPG/E/ 2018/ 0319838 dated 01.7.2018, to facilitate them to avail benefits of Central Sponsored Schemes; like, Prime Minister Special Scholarship Scheme (PMSSS), Ladli Beti, Beti bachao and Beti Padao and Subsidized loans under Make in India, Schemes after due consideration has been sent to J&K Govt for appropriate action. These WPRs were migrated from undivided India, from the Area now in Pakistan on partition of India during 1947 and settled in J&K being residing very close on other side of J&K Border.
The WPRs are still not considered as Permanent Residents of J&K in accordance with Section 6 of Constitution of J&K, inserted vide amendment Act 1965 and accordingly are denied all Fundamental and Human Rights as applicable to residents of J&K.
WPRs are denied benefits of all Central Sponsored Schemes including PMSSS, besides denying jobs in J&K Govt., Scholarship, Admission to professional and Higher Education courses, right to Vote for Assembly Elections and they cannot own any immovable property under the Law, in accordance with Section 6 of the Constitution of J&K.
