GoI directs JK to stop issuance of RCs to new vehicles
State yet to get communiqué but decision to affect common masses

Jammu, May 4: Though the Union government has asked several states including Jammu and Kashmir to stop issuing certificates of registration (RCs) to new motor vehicles but the state has yet to get the communiqué.
The decision was taken due to failure of Jammu and Kashmir along with several other states to integrate High Security Registration Plates (HSRP) with the Vahan database.
According to the directives issued by Union Ministry of Transport and Highways, the National Informatics Centre (NIC) had blocked access to the Transport Mission Mode Project's pan-India application 'Vahan' for vehicle registration.
Regional Transport Officer (RTO) Kathua said that they have so far not got any communiqué from the higher ups to stop the registration of the vehicles. However an official at Transport Commissioner Office said that though the office was closed in Jammu and has shifted to summer capital, so it was not possible to comment on the issue. "If there will be any such order issued by Union, same will be forwarded to the lower ups", the official said.
Sources in the department informed Early Times that for the last several years the company engaged by the government to fit the High Security Number Plates (HSNP) has only been fitting the number plats. "Fitting HSNP was one aspect of the order but to put in place the infrastructure to curb the incidents of traffic rules violations or other aspects is yet to be made", sources said, adding that the company has been earning money from the customers but without establishment of whole system, the purpose of the HRNP has totally been defeated.
"Now the Union has asked to stop registration of vehicles, which will ultimately affect the common masses, who have no fault in the entire process. The customers have paid for the HSNP but it is the responsibility of the company and the government to put in place infrastructure, in which they have totally failed and must be penalized and not the common customers", a local said.
Pertinently, the Union government had taken the decision in a meeting chaired by Joint Secretary, MVL, MoRTH, on April 4 in New Delhi on the integration of the registration plate with the 'Vahan' database.
