PHE Nowshera 'swindles' Rs 1.18 Cr of WSS

Rajouri, May 4: Public Health Department Nowshera has allegedly embezzled Rs 1.18 crore of a Water Supply Scheme (WSS) under the nomenclature of Amb Khori to Kharota near LoC due to which the scheme could not be completed even after the lapse of 18 years.
Sources told Early Times that a Water Supply School for the village of Amb Khori of Panchayat Upper Kangri of tehsil Sunderbani in district Rajouri was sanctioned way back in 2001 at the cost of Rs 1.18 crore for providing portable water supply to the local villagers. "As per scheme the water pumping station was to be set up for further supply to the village, which is situated near the Line of Control (LoC) but on the contrary in the name of scheme only a room structure measuring 10x10 was constructed wherein pumping motors were to be fitted and apart from this a water well for water source was to be dug along with a storage tank which was actually not done," they said further adding that with the apathetic attitude of the PHE department, the villagers have to cover 10 kms of long distance to fetch water to meet their daily need.
The sources informed that the then Junior Engineer (JE), Assistant Executive Engineer (AEE) Sunderbani and Executive Engineer Nowshera were involved in the embezzlement who got released the payment and work was shown completed on papers only but the factually only meager amount was done and the work left unattended which defeated the purpose of the scheme and the poor people were deprived of the facility of drinking water.
They further said that only Rs 20-25 lakhs have been spent on the project and rest of the amount was swindled by the PHE officials. Locals maintained that they approached the senior officials of the department and lodged complaint but nothing was done except empty assurances.
They appealed to the Anti Corruption Bureau Chief Anad Jain to investigate the matter and demanded strict action against the corrupt officials by booking them as per law. They also demanded recovery of embezzled funds along with heavy penalty on them so that in future no officials could misuse the his/her position.
