Early Times Report
KUPWARA, May 8: Scores of areas in Trehgam Block have accused the officials of RDD for delaying some work of MGNREGA, while there is also repletion of work at some places in this north Kashmir district.
Sources told early times that, the Rural Development Department have failed to make awareness Programme about the much hyped centrally sponsored scheme MGNREGA and with the result the educated youth have been denied the work under the scheme.
Local residents of various areas said that, at some places the department concerned has repeated some fictitious work under the name of Mathma Gandhi National Rural Employment Guarantee Scheme (MGNREGA).
There are some rural areas, where the work that was approved to some local contractors, people has shown factious work on some bunds and drainages, said locals.
Local residents of Murhama, Hirri Payeen, Gulgam, Zurhama, Jumagand, Awoora, Googlusa, Kawari said that, few months back the officials in the Rural Development Department in connivance with the contractor had allegedly laid substandard material in the construction work during the execution of NARAEGA works.
"In reality the work was not done as per the expectations, and the people who were assigned the job have already drawn the bills from the department concerned, and at most of the places, the work was not allotted to the local youth especially the educated youth, so that they could also get a chance to earn some monthly wages", said local residents of Awoora.
Local said that unfortunately there is no member of Central Employment Guarantee Council (CEGC) who would have visited the areas to get on spot inspection of the construction works in these villages.
However sources believe that the work that was allotted to some blue eyed persons is in violation of the norms, and irony is that the contracts are being given to government employee while as unemployed youth is left at the mercy of God.
For the whole mess, the sarpanchs and pancs are mainly responsible who intervene into the official matters and gets the work done, and by their virtue the work is allotted to influential people of their areas.
Last year the bunds were constructed in their adjoining area, with some months that were repaired when there was no need to repair them, and it is only because to get the bills signed for the fictitious work only, adding the higher authorities of the department concerned should intervene into the matter at earliest, so that there is no loss to the state exchequer.
