Form anti-encroachment team at Jagti: SIC to Relief Comm (M)

Jammu, May 8: The State Information Commissioner (SIC) has directed Relief Commissioner (Migrants) to constitute an anti-encroachment team in Jagti township to remove the encroachments which have been created at several places.
Details available with Early Times reveal that an RTI application dated 03.08.2018 was filed by one Rashu Kanna, of Jagti, Nagrota, seeking information on 13 points from the office of Relief & Rehabilitation Commissioner (M), Jammu. As the PIO denied the information, Kanna filed First Appeal with First Appellate Authority (FAA( Relief & Rehabilitation Commissioner (M), Jammu on 04.09.2018. Subsequently, he filed Second Appeal before the SIC on 26.12.2018 submitting thereunder that the FAA and the PIO may be directed to furnish the requisite information to him and action as warranted under section 17 of the Act may be taken against them.
The appeal came up for hearing before the SIC on 13.03.2019. The FAA, PIO and the appellant were present during the hearing. The hearing was adjourned with a direction to the PIO to seek assistance from different sections of the Relief Organization, collect the information as sought by the appellant through his RTI application dated: 03.08.2018 and thereafter furnish consolidated/revised information to the appellant.
The appeal again came up for hearing before the Commission on 23.04.2019. The appellant as well as the PIO were present during the hearing. The PIO submitted that the information sought by the appellant has been provided to him. However, the appellant submitted that the information provided by the PIO was incomplete. The PIO provided a list of encroachers but many other encroachers have not been shown in the said list. The appellant Rashu Kanna accordingly submitted that the PIO is protecting such encroachers by hiding the information about them.
At this stage, the PIO submitted that the outgoing Relief and Rehabilitation Commissioner (M), Jammu has approved constitution of anti-encroachment team for undertaking a detailed exercise of identifying the encroachments made in Jagti Township. However, formal orders for the constitution of said team were yet to be issued. The PIO also submitted that as soon as the formal orders were issued, the anti-encroachment team would identify every encroachment and take steps for removal of encroachment in the Jagti Township.
The appeal was disposed of by the SIC with a direction to Relief & Rehabilitation Commissioner (M), Jammu to issue formal orders for constitution of the anti-encroachment team, as already approved by the outgoing Relief & Rehabilitation Commissioner (M), Jammu, within a period of 10 days from the date of receipt of the order and to ensure that every encroachment made in the Jagti Township is identified and necessary measures are taken to remove such encroachment in a time bound manner.
The order further reads: "The PIO, office of the Relief & Rehabilitation Commissioner (M), Jammu is also directed to file a compliance report before the Commission within a period of 02 weeks with a copy to the appellant also for his information."
