PMGSY under scanner, fails to make proactive disclosure

Budgam, May 14: At a time when Government claims to have brought transparency in the functioning of developmental organizations especially Pradhan Mantri Gramin Sadak Yojna (PMGSY) , the authorities at the helm of affairs in PMGSY Kashmir have failed to make voluntary disclosure of information as mandated under section 4 of J&K RTI Act 2009. Several ongoing projects are allegedly in messy state of affairs and officials are not ready to make proactive disclosure of DPRs and other specifications.
Details available with Early Times reveal that PMGSY J&K has no official website of its own with the result aggrieved people are not able to even get contact numbers of its engineers and officials. The official portal / website of PMGSY www.pmgsy.nic.in (J&K) seems to have not been updated from last more than a year. Moreover the work on Chadoora Branwar road project has been messed up as lot of substandard material is being used and retaining walls , drains etc have collapsed at several places especially at Surasyar village. PMGSY still portrays name of Basharat Ahmad Malik as Chief Engineer PMGSY Kashmir while as the officer has retired more than 1 1/2 years back
Sources have told Early Times that PMGSY is not making voluntary disclosure of the DPR's of various projects as mandated under section 4 of J&K RTI ACT 2009 & Central RTI Act 2005.
" How could the proactive disclosure of these documents be made , PMGSY is not having any separate website for J&K . The national portal is messed up and not updated from last 2 years. People should be informed about the specifications of various projects where work is going on and the same has to be available on the website or the copy be available in Xen offices . PMGSY is taking citizens for granted " said Ajaz Ahmad a resident of Watrad Khansahib , Budgam
Pertinently PMGSY which is executing a road project from Chadoora to Branwar from last 2 years has allegedly messed up the work at Surasyar village as most of the work done on the road side like retaining walls , breast walls and drains have collapsed. The locals have been demanding better utilization of funds and construction of retaining walls at appropriate site but nobody pays any heed to them.
" When i raised my voice , Executive Engineer PMGSY Budgam got me booked through police and it was only after IGP Kashmir's personal intervention police stopped harassing me . I have been requesting PMGSY Xen to construct a drain as water is oozing out on road and causing threat to my house and others but nobody is bothered. I have been asking for DPR of the project as the same was not available on any website, I had to file an RTI in Chief Engineer's office some weeks back but the information is yet to be provided. The work already done at many places has collapsed and this needs to be investigated " said Syed Farhat a local resident of Surasyar Chadoora
