Befooling Finance deptt, new projects forwarded under LPS

Early Times Report
Jammu, May 16: With an implicit motive of getting easy funds by befooling the Finance department, several government departments have been reportedly sending new projects' proposal under Languishing Projects Scheme (LPS).
Sources informed Early Times that the Finance department had initiated a LPS according to which a department has to select the projects of various departments, which have been failed to complete after lapse of several years.
"After the selection of the languishing projects the Finance department has to fund the same projects, so that they could be completed without any further delay", sources said, adding that the delay of the projects ultimately increase the liabilities to the department.
Sources said that taking advantage of the LPS, some of the government departments have started sending the new projects under the LPS to get easy funds.
"When a department sends a new project to the Finance department, it has to complete several formalities and it is not easy to get funds from the government due to intense scrutiny", sources said, adding that but some of the officials of various government departments have started sending new projects under the LPS to evade scrutiny and get easy funds.
It is simply a move to befool the government as well as Finance department by the official of various government departments by sending new projects under another scheme.
"Large scale corruption is involved in the execution of such projects and it will ultimately dent the public exchequer and would scuttle the development", sources said, adding that Finance department must initiate an enquiry over the matter to know about the truth.
Pertinently, taking refugee of LPS, funds were released to different departments in past also, without specifying nomenclature of the works and other basic specifications such as project cost, agency etc, which was mandatory in case of new projects.
